브레이크뉴스 문홍철 기자= 기후에너지환경부는 오는 8일부터 공공기관에는 승용차 2부제(홀짝제)를, 공공기관이 운영하는 공영주차장에는 승용차 5부제(요일제)를 시행하기로 했다고 밝혔다.
2일부로 자원안보위기 ‘경계’ 단계가 발령됨에 따라 에너지 수요관리 수준을 높이기 위한 추가조치를 취하는 것이다.
우선, 지난 3월 25일부터 강화시행 중인 공공기관 승용차 5부제를 2부제(홀짝제)로 대폭 강화한다. 대상 공공기관은 5부제와 동일하게 중앙행정기관을 비롯한 공공기관, 지자체, 시도교육청 및 국공립 초중고등학교 등 약 1만1000개 기관이 해당된다.
2부제는 홀수일에 차량번호 끝자리가 홀수인 차량이, 짝수일에는 차량번호 끝자리가 짝수인 차량만 운행이 허용되는 홀짝제 방식으로 시행된다.
초미세먼지 비상저감조치가 있었던 지난 3월 17일에도 수도권과 충남에 공공기관 차량 2부제가 동일한 방식으로 시행되기도 했다.
출퇴근 차량뿐만 아니라 공용차도 적용되지만, 기존 5부제에서 제외됐던 장애인·임산부 동승차량, 전기·수소차, 대중교통 출퇴근이 어려운 임직원의 차량, 기타 공공기관장이 운행할 필요가 있다고 인정하는 차량 등은 그대로 제외된다.
단, 공공기관을 방문하는 민원인 차량은 공영주차장 5부제 시행의 취지를 반영해 5부제를 적용한다.

장애인 차량·임산부·미취학 유아동승 차량, 전기차·수소차, 긴급·의료·경찰·소방 등 특수목적 차량 등은 제외되며, 공공기관장은 생계형 차량 등 출입이 불가피하다고 인정하는 경우 신청을 받아 제외시킬 수도 있다.
민간 부문 승용차 5부제(요일제)는 자율 시행을 유지한다. 민간부문 의무시행은 에너지 수급상황 뿐만 아니라 국민 불편, 경기 영향 등 모든 여건을 종합적으로 고려하여 신중하게 검토할 방침이다.
