[브레이크뉴스=배종태 기자] 전재수 더불어민주당 국회의원(부산 북구갑)이 '해양수도 부산' 완성을 기치로 내걸고 부산시장 출마를 공식 선언했다.
전 의원은 해양수산부 부산 이전을 시작으로 침체된 부산 경제를 부활시키고, 수도권에 대응하는 새로운 성장 거점을 만들겠다는 포부를 밝혔다.
소멸 위기의 부산, "비전과 실행력의 부재가 원인"
전재수 의원은 2일 오전 부산 동구 해양수산부 본청 앞에서 기자회견을 열고 부산시장 선거 출마를 공식화했다. 전 의원은 현재 부산이 겪고 있는 인구 감소와 경제 지표 악화를 언급하며 "대한민국 제2의 도시였던 부산이 광역시 중 최초로 소멸 위험 단계로 분류되는 위기에 처했다"고 진단했다.
그는 부산이 위기에 빠진 이유로 균형의 부재, 비전의 부재, 실행의 부재를 꼽았다. 특히 "수도권 집중 현상으로 지역의 자생적 동력이 상실되었고, 엑스포 유치 실패와 지지부진한 부울경 특별연합 등 성과 없는 시정이 부산의 소멸을 자초하고 있다"고 비판했다.
해수부 이전 성과 강조... "검증된 유능함으로 부산 살릴 것"
전 의원은 자신의 강점으로 '실천하는 유능함'을 내세웠다. 그는 해양수산부 장관 시절 5개월 만에 해수부 부산 이전을 완결 지었던 경험과 국회의원 시절 구포개시장 폐쇄 및 정비 사업을 성공시킨 사례를 언급했다.
전 의원은 "해수부 이전을 비롯해 직접 설계한 공약들이 대거 국정과제로 채택되었다"며 "재선 국회의원 당시 98%의 공약 이행률을 기록한 실력을 바탕으로 부산 시민들에게 실질적인 효능감을 주는 '일 잘하는 시장'이 되겠다"고 강조했다.
'해양수도권' 구축... 부산을 대한민국 대도약의 전략 거점으로
전 의원은 부산을 명실상부한 '해양수도'로 만들겠다는 구체적인 청사진을 제시했다. 해수부 이전에 따른 파급 효과로 SK해운, 에이치라인해운 등 기업들의 부산 이전이 시작되었으며, 향후 HMM 본사 이전과 동남투자공사 설치 등을 추진하겠다고 밝혔다.
또한 북극항로 추진본부 신설, 부산해양수도특별법 제정, 부산해사전문법원 설치 등을 통해 부산의 법적·제도적 지위를 공고히 하겠다는 계획이다. 그는 "해양수도 부산은 수도권과 대등하게 경쟁하는 '해양수도권'의 중심이 될 것이며, 이는 이재명 정부 지방 주도 성장 전략의 핵심"이라고 역설했다.
전 의원은 마지막으로 "정치적으로 세 번이나 넘어진 자신을 다시 일으켜 세워준 부산 시민들에게 이제는 성과로 보답하겠다"며 "해양수도 부산을 통해 청년이 돌아오고 기회가 넘치는 도시를 반드시 만들겠다"고 다짐했다.

He attributed Busan’s decline to what he called “the absence of balance, vision, and execution.” Jeon criticized the city’s leadership for its inability to deliver results, saying, “Excessive concentration in the Seoul area has stripped regions of their self-sustaining power, while failures such as the lost World Expo bid and the collapse of the Busan-Ulsan-Gyeongnam special alliance have deepened Busan’s decline.”
Proven Leadership Through Action
Highlighting his experience, Jeon described himself as a “competent leader who delivers results.” He noted that as Minister of Oceans and Fisheries, he successfully completed the ministry’s relocation to Busan in just five months, and as a lawmaker, oversaw the closure and redevelopment of the Gupo Livestock Market.
“Many of the policies and projects I designed were adopted as national agenda items,” he said. “With a 98 percent pledge fulfillment rate during my second term as lawmaker, I will become a mayor who truly delivers results that Busan citizens can feel.”
Vision for a “Maritime Metropolitan Belt”
Jeon laid out an ambitious blueprint to establish Busan as a global maritime capital and a key strategic hub for Korea’s next leap forward. He emphasized that the relocation of major shipping companies—such as SK Shipping and H-Line Shipping—was only the beginning, promising to push for the headquarters relocation of HMM and the creation of the Southeast Investment Corporation.
He also pledged to create a Northern Sea Route Promotion Office, enact the “Busan Maritime Capital Special Act,” and establish the Busan Maritime Court to strengthen the city’s institutional foundation. “The maritime capital vision will turn Busan into the center of a new ‘maritime metropolitan belt’ that can compete with Seoul,” Jeon said, adding that this initiative aligns with President Lee Jae-myung’s regional-led growth strategy.
Concluding his announcement, Jeon reflected on his political journey. “The people of Busan lifted me back up every time I fell in politics,” he said. “Now it is my turn to repay that faith—with tangible results. I will make Busan a city where young people return and opportunities abound.”
