[브레이크뉴스=배종태 기자] 부산시는 3일 오후 2시 강서구 수산자원연구소 회의실에서 '수산업·어촌 발전 의견수렴 릴레이 간담회(3차)'를 열고 어업인들과 함께 지역 수산업 발전 방향을 논의했다.
이번 간담회에는 박형준 부산시장과 부경신항수협 어촌계장, 지역 어업인 등 40여 명이 참석해 현장의 목소리를 직접 전달했다.
이날 간담회는 수산자원 감소와 고유가로 인한 원가 상승 등 어업계의 어려운 여건을 극복하기 위한 실질적 해법을 마련하기 위해 추진됐다. 참석자들은 ▲고유가 대응 방안 ▲수산자원 증대 대책 ▲양식어업인의 애로사항 해결 등 현장 중심 의제를 두고 활발히 의견을 나눴다.
부산시는 논의 결과를 토대로 시범사업 추진과 양식장 면적 확대를 정부에 건의하고, 수산업법 개정과 국가해양생태공원 지정, 고수온 대응 지역특화 종자 개발 등의 후속 조치를 검토할 계획이다. 시는 또 어업 현장의 지속 가능성을 높이기 위해 어촌 구조 개선과 친환경 기술 도입 방안을 병행 추진한다.
이번 회의는 지난 1월과 3월에 이어 진행된 3차 릴레이 간담회로, 시는 이로써 현장 의견 수렴 절차를 마무리한다. 부산시는 앞으로 수렴된 의견을 ‘제3차 부산 수산업·어촌 발전계획’에 반영해 정책의 현장성을 강화한다는 방침이다.

시는 수산자원 회복과 어촌 기능 활성화를 위해 바다숲 조성, 어초·어장 관리, 어촌신활력증진사업, 도심복합 다기능어항 개발, 수산종자 매입·방류사업, 유류비 지원사업 등을 중점 추진하고 있다. 이밖에도 어업인의 생활 안정과 경영 부담 완화를 위해 공익수당 및 직불금 지급, 수산정책보험, 친환경 에너지 절감 장비 지원 같은 체감형 정책도 병행될 예정이다.
박형준 시장은 “기후변화와 수산자원 고갈, 유가 상승으로 수산업이 위기 상황이지만, 현장에서 답을 찾는다면 반드시 새로운 기회를 만들 수 있다”며 “이번 간담회가 우리 시 수산업이 새롭게 도약하는 전환점이 될 것”이라고 말했다.

The Busan Metropolitan City held the third round of its “Relay Meeting for Fisheries and Coastal Development” on April 3 at the Fisheries Resources Research Institute in Gangseo District to discuss strategies for revitalizing the city’s fisheries industry with local fishermen. The session brought together Busan Mayor Park Heong-joon, the head of Bugeong Sinhang Suhyup, and about 40 fishery representatives from across the region.
The meeting addressed challenges faced by the fishing industry—including rising fuel costs and declining marine resources—and sought practical solutions that reflect voices from the field. Participants actively exchanged opinions on key issues such as coping with high oil prices, measures to increase fishery resources, and ways to ease difficulties for aquaculture businesses.
Based on the discussions, the city plans to promote pilot projects, propose the expansion of fish farms, review revisions to the Fisheries Act, designate a national marine ecological park, and develop localized species that can better withstand high water temperatures. Busan also plans to push for structural reforms and introduce eco-friendly technologies to ensure sustainable growth in coastal communities.
This was the final in a series of three relay meetings held earlier in January and March. Busan will incorporate the feedback gathered from the field into the upcoming “Third Busan Fisheries and Coastal Development Plan” to strengthen policies for sustainable fisheries management.
To restore marine resources and revitalize fishing villages, the city is also pursuing projects such as creating marine forests, managing artificial reefs and fishing grounds, promoting fisheries liveliness programs, developing multifunctional urban harbors, purchasing and releasing seed fish, and subsidizing fuel costs. In addition, benefit-focused support programs—including public subsidies, direct payment systems, fisheries insurance, and eco-friendly energy-saving equipment grants—will be implemented to ease the burden on local fishermen.
Mayor Park said, “Despite the challenges posed by climate change, resource depletion, and rising oil prices, if we find solutions in the field, we can create new opportunities. This meeting will serve as a turning point for Busan’s fisheries industry to take a bold leap forward.”
