【브레이크뉴스 포항】박영재 기자=더불어민주당 박희정 포항시장 후보는 8일 오전 포항시청 브리핑실에서 기자회견을 열고, 철강산업 위기 극복과 탄소중립 시대 대응을 위한 ‘철강산업 재부팅·산업전환 책임도시 포항’ 5대 실행 공약을 발표했다.
박 후보는 “포항은 철강산업의 위기가 지역 경제 전반의 위기로 확산되는 중대한 기로에 서 있다”며 “구호가 아닌 예산과 제도, 조직, 일정으로 답하는 시정을 펼치겠다”고 밝혔다.
우선 ‘철강산업 전환 비상대응 TF’를 취임 즉시 가동하겠다고 밝혔다. 포항시와 포스코, 협력업체, 노동계, 대학 및 연구기관이 참여하는 상설기구로, 취임 30일 내 출범해 산업과 고용 상황을 전면 점검하고 100일 안에 종합대책을 내놓겠다는 계획이다.
철강산업 경쟁력 확보를 위한 전기요금 부담 완화도 핵심 공약으로 제시했다. 박 후보는 수소환원제철의 성패가 에너지 가격에 달려 있다고 보고, 철강산업 전용 전기요금 감면과 특례 적용을 정부와 협의해 추진하겠다고 밝혔다. 아울러 산업용 전력체계 개선과 한시적 지원, 국가 차원의 에너지 비용 보전도 적극 요구할 방침이다.
또 포항을 ‘수소환원제철 국가전략 거점도시’로 지정받아 전력·수소·항만·배후부지 인프라와 규제 특례를 포함한 패키지 지원을 끌어오겠다는 구상도 내놨다. 이를 위해 시 산하 전담 조직을 설치하고 중앙부처를 상대로 예산 확보에 나서겠다고 강조했다.
이와 함께 ‘포항형 그린수소 클러스터’ 조성을 통해 청정수소 생산·저장·운송·활용 체계를 구축하고, 포스텍 등 지역 대학과 연계한 전문 인력 양성 시스템도 마련하겠다고 밝혔다.
산업 전환 과정에서의 고용 충격을 최소화하기 위한 대책도 포함됐다.
박 후보는 고용안정 협약 체결과 협력업체 긴급 지원, 직무전환 교육센터 설립 등을 통해 노동자와 중소 협력업체를 보호하는 ‘정의로운 전환’을 추진하겠다고 밝혔다. 고용 위기 발생 시에는 정부와 협의해 고용위기지역 지정도 적극 추진하겠다는 입장이다.
박 후보는 포항시의원 3선을 지낸 지역 정치인으로, 시의회 자치행정위원장과 더불어민주당 포항시남구·울릉군 지역위원장을 역임했다. 시민사회 활동을 기반으로 한 현장 중심 정책 역량을 바탕으로 이번 선거에 나섰다.

Park Hee-jung, the Democratic Party’s candidate for mayor of Pohang, held a press conference at Pohang City Hall on April 8 and announced five key pledges under the vision of “Rebooting the Steel Industry and Making Pohang a Responsible City for Industrial Transition,” aimed at overcoming the crisis in the steel sector and responding to the carbon-neutral era.
Park stated, “Pohang stands at a critical crossroads where the crisis in the steel industry is spreading to the entire local economy,” adding, “I will deliver governance based not on slogans, but on budgets, systems, organization, and clear timelines.”
She first pledged to immediately launch an “Emergency Task Force for Steel Industry Transition” upon taking office. The body will include Pohang City, POSCO, partner companies, labor representatives, universities, and research institutes. It will be established within 30 days of inauguration, conduct a comprehensive assessment of industrial and employment conditions, and present a master plan within 100 days.
To strengthen the competitiveness of the steel industry, Park also proposed measures to ease electricity cost burdens. Noting that the success of hydrogen-based steelmaking depends on energy prices, she said she would work with the central government to introduce discounted electricity rates and special provisions for the steel sector. She also pledged to push for improvements to the industrial power system, temporary support measures, and national-level compensation for energy costs.
Park further outlined a plan to designate Pohang as a “national strategic hub for hydrogen-based steelmaking,” securing a comprehensive package of support including power, hydrogen infrastructure, ports, hinterland sites, and regulatory exemptions. She emphasized the creation of a dedicated municipal task team to secure national funding and directly engage with central government ministries.
In addition, she proposed the development of a “Pohang-style Green Hydrogen Cluster” to establish an integrated system covering hydrogen production, storage, transportation, and utilization. She also highlighted plans to foster specialized human resources in cooperation with local universities such as POSTECH.
To minimize employment shocks during industrial transition, Park included measures for a “just transition,” such as employment stability agreements, emergency support for subcontractors, and the establishment of job transition training centers. She also pledged to seek designation of special employment crisis zones in cooperation with the central government if needed.
Park is a three-term Pohang City Council member who previously served as chair of the council’s Administrative Committee and as the Democratic Party’s regional chair for Nam-gu, Pohang, and Ulleung County. With a background in civic engagement and hands-on policymaking, she is campaigning as a candidate capable of leading industrial transformation and economic recovery in Pohang.
