(브레이크뉴스인천 박상도 기자) 부천시가 9일, 행정 각 분야의 전문성을 높이고 시정 핵심과제의 추진력을 강화하기 위해 전문직위 제도를 확대 운영한다고 밝혔다.
부천시에 따르면, 전문직위 제도는 전문성이 요구되는 분야에 직원을 전문관으로 임용해 행정의 효율성과 경쟁력을 높이는 제도로, 자격증과 전공, 근무경력 등을 반영해 자격요건을 정하고 있다.
기본적으로 관련 업무경력 1년 이상, 공무원 경력 3년 이상을 요구한다.
부천시는 이달 1일 정부의 재난·안전 분야 강화 기조에 맞춰 AI CCTV 긴급영상과 자연재난 등 재난·안전 분야를 중심으로 전문직위를 신설했다.
이어 문화콘텐츠 육성지원과 양성평등, 유니세프 아동친화도시 분야를 추가로 지정해 전문직위를 42개로 확대했으며, 현재 30명의 전문관이 근무하고 있다.
전문직위 전문관은 3년간 해당 분야 직무를 전담하며, 실적가산점과 월 최대 25만 원의 연차별 수당 등 인센티브를 지원받는다.

또한, 부천시가 지난 8일 시청 사랑방1에서 전 부서가 공동으로 활용하는 ‘부천시 모바일 전자고지 통합서비스 구축사업’ 착수보고회를 개최했다고 밝혔다.
부천시에 따르면, 이번 보고회는 기획조정실장 주재로 진행됐으며, 상동도서관과 공동주택과, 대중교통과, 주차지도과, 차량등록과 등 전자고지 도입 5개 부서가 참석한 가운데 사업 추진 방향과 세부 일정, 수행 체계 등을 공유하고 의견을 수렴하기 위해 마련됐다.
모바일 전자고지 통합서비스 구축 사업은 3개년 추진사업으로 1차 연도 시범운영, 2차 연도 서비스 안정화 및 확대, 3차 연도 인공지능(AI) 기반 맞춤형 고지 등 단계별로 점차 확대되는 사업이다.
이번 보고회에서는 1차 연도 시범사업에 대한 구체적인 추진 방향에 대한 논의가 이루어졌다.
이와 함께 주정차 단속과 자동차 과태료 등 17종 업무, 25개 고지서를 대상으로 한 모바일 전자고지 적용 계획과 서비스 운영 방식 등이 다뤄졌으며, 개인정보 영향평가 추진 방향과 사전 위험요인 분석, 개선 조치 등 개인정보 보호 강화 방안에 대해서도 논의했다.
