충주시는 ‘2026년 자율적 내부통제 운영 계획’을 본격적으로 운영한다고 9일 밝혔다.
시는 전국적으로 공공기관 비위 사례가 지속 발생함에 따라 내부통제의 중요성이 높아지는 가운데, 공직자 스스로 행정 오류와 비리를 사전에 점검하는 시스템을 갖추고자 자율적 내부통제 운영 계획을 마련했다고 밝혔다.
‘2026년 자율적 내부통제 운영 계획’은 자율적 내부통제위원회(위원장 충주시장 권한대행 김진석 부시장)의 심의․의결을 거쳐 확정됐다.
심의에서는 3대 내부통제 체계(청백-e 시스템, 자기진단 제도, 공직자 자기관리 시스템)의 2025년 운영 결과를 바탕으로 △청백-e시스템 처리지연 △자기진단 제도의 형식적 운영 △청렴활동 참여 편차 등 개선 과제를 도출했다.
이를 바탕으로 2026년에는 예방 중심의 관리체계를 고도화하고 실효성을 제고할 수 있도록 매주 「모니터링 점검의 날」을 운영해 내부통제 운영실적을 수시 점검하고 부서 성과평가와 연계하는 한편, 우수 부서에는 인센티브를 부여해 자율적인 참여를 확대할 방침이다.
김진석 충주시장 권한대행은 “자율적 내부통제는 공직자의 책임성과 청렴성을 높이는 핵심 제도로서 실효성 있는 운영이 필수적이다”라며 “앞으로도 예방 중심의 내부통제를 강화해 시민이 신뢰할 수 있는 행정을 구현하겠다”고 말했다.
