<브레이크뉴스 횡성 = 김일웅 기자> 복잡하고 까다로운 행정 절차의 문턱 앞에서 막막함을 느끼던 횡성 군민들을 위해, 전문가가 직접 나서는 '무료 민원 해결사' 제도가 본격적인 닻을 올렸다.
횡성군은 군민들의 행정 서비스 접근성을 획기적으로 높이고 민원 처리의 부담을 덜어주기 위해, 올해 12월까지 전문가의 재능기부로 이뤄지는 ‘마을행정사 무료 상담 서비스’를 운영한다고 10일 밝혔다.
‘마을행정사’는 강원특별자치도에서 위촉한 전문 행정사가 행정 업무에 어려움을 겪는 일반 군민이나 소상공인들을 위해 각종 상담과 서류 작성을 무상으로 지원하는 생활 밀착형 맞춤 서비스다.
횡성군에서는 김종선 행정사(김종선 행정사 사무소)가 전담 마을행정사로 위촉돼 든든한 지원군으로 나선다. 지원 대상은 횡성군에 주민등록을 둔 군민과 개인사업자이며, 이들은 ▲각종 인허가 관련 심층 민원 상담 ▲행정기관 제출용 서류 작성 지원 ▲복잡한 행정 절차 안내 등 폭넓은 분야에서 전문적인 도움을 받을 수 있다.
상담 창구는 온·오프라인을 넘나들며 폭넓게 운영된다. 전화나 전자우편, 팩스를 활용한 비대면 상담은 상시 열려 있으며, 필요한 경우 행정사 사무소를 직접 방문해 대면 지원을 받을 수도 있다.
특히 군은 민원인들의 접근성을 극대화하기 위해 매월 둘째·넷째 주 수요일 오후 1시부터 4시까지 횡성군청 허가민원과 내에 별도의 ‘출장 대면 상담’ 창구를 가동한다. 이를 통해 행정 업무차 군청을 찾은 군민들이 현장에서 즉각적인 자문과 해결책을 얻을 수 있을 것으로 기대된다.
김봉근 횡성군 허가민원과장은 “이번 마을행정사 제도는 정보 부족이나 경제적인 이유로 전문적인 행정 지원을 받기 어려웠던 군민들의 갈증을 해소해 줄 단비 같은 정책”이라며, “앞으로도 민원 사각지대를 없애고 군민 중심의 소통 행정을 실현하는 데 행정력을 집중하겠다”고 강조했다.
