본인서명사실확인서는 인감도장 대신 본인의 서명을 확인해 주는 서류로, 은행 제출과 각종 계약, 관공서 민원 처리 등 다양한 행정·금융 업무에 활용할 수 있다. 별도의 인감도장 없이 신분 확인과 서명만으로 발급이 가능해 절차가 간편한 것이 특징이다.
발급을 원하는 민원인은 신분증을 지참해 전국 시·군·구청 또는 읍·면·동 행정복지센터를 방문하면 된다. 현장에서 본인 확인 후 정해진 서식에 서명하면 즉시 발급되며, 본인 확인이 필수인 만큼 대리 발급은 불가능하다.
온라인 발급이 가능한 전자본인서명확인서도 운영된다. 최초 1회 행정복지센터를 방문해 이용 신청을 하면 이후에는 정부24를 통해 간편하게 발급받을 수 있다. 다만 전자본인서명확인서는 공공기관 제출용으로만 사용할 수 있다.
수수료 부담도 줄어든다. 기존 인감증명서는 1통당 600원의 수수료가 부과되지만, 본인서명사실확인서는 오는 2028년 12월 31일까지 무료로 발급된다.
경주시는 인감도장 제작과 관리에 따른 불편을 줄이고 시민들이 보다 편리하게 민원서류를 발급받을 수 있도록 제도 홍보를 지속적으로 강화해 나갈 계획이다.
