영천시는 오는 15일부터 관내 모든 무인민원발급기에서 발급되는 제증명 서류 수수료를 면제한다고 14일 밝혔다. 이번 조치는 ‘영천시 제증명 등 수수료 징수 조례’ 개정을 통해 마련됐으며, 도내 시 단위 지자체 가운데서는 첫 사례다.
이에 따라 영천시민뿐 아니라 모든 이용자는 무인민원발급기를 통해 주민등록 등·초본, 가족관계증명서, 토지대장, 건축물대장, 지방세 증명 등 총 121종의 민원 서류를 무료로 발급받을 수 있게 된다. 다만 법원 소관 업무인 부동산 등기사항증명서는 제외돼 기존과 같이 1,000원의 수수료가 부과된다.
시는 이번 정책으로 무인민원발급기 이용이 활성화되면서 대면 창구의 혼잡이 완화되고, 복합·고충민원 처리에 행정 역량을 집중할 수 있을 것으로 기대하고 있다.
현재 영천시는 시청과 읍·면·동 행정복지센터, 농업기술센터, 차량등록소, 영천세무서, 영남대학교 영천병원, 영천역, 육군3사관학교, 고경농협 단포지점 등 주요 거점에 총 25대의 무인민원발급기를 운영 중이다. 이 가운데 시청 옥외부스와 영남대학교 영천병원 내 기기는 24시간 이용 가능하다.
시 관계자는 “고물가 상황에서 시민들의 경제적 부담을 줄이고, 언제 어디서나 편리하게 민원서비스를 이용할 수 있도록 제도를 개선했다”며 “앞으로도 시민 중심의 적극행정을 지속적으로 추진해 나가겠다”고 밝혔다.
