군에 따르면 지난 2월 23일부터 4월 10일까지 해빙기 안전 점검 기간을 운영했다. 또한 3월 3일부터 27일까지 지방하천 2개소와 소하천 7개소 등 공사 중인 사업장을 대상으로 집중 현장점검을 실시했다.

삼성면 모래내 지구는 지형적으로 모래내천 계획홍수량 대비 통수단면이 부족하고 미호천 계획홍수위 보다 침수지역 지반이 낮아 지난 2009년 태풍 ‘데빈’, 2017년 7월과 2020년 8월 집중호우로 시가지와 농경지 침수, 제방 붕괴 등 많은 피해를 입은 지역이다.
이에 군은 지난 2020년부터 총사업비 302억 원을 투입해 올해 하반기 준공을 목표로 소하천 3.04km, 지방하천 0.28km 정비와 교량 13개소 설치, 우수관거 573m 개선 등 삼성면 일대에 모래내 풍수해생활권 종합정비사업을 추진하고 있다.
이번 점검에서는 가시설도로·가물막이·비탈사면 등 취약시설, 연약지반 붕괴 여부, 건설기계 안전장치 이상 유무, 자재관리 적정성, 제방·호안 및 배수통문 등 하천 시설물 관리 상태를 중점적으로 확인했다.
