이번 공약은 농업을 단순 생산 중심 구조에서 벗어나 벼·사과·과수·노지채소까지 아우르는 주산지 맞춤형 AI 스마트농업 체계로 전환하는 데 초점을 맞추고 있다. 의성군이 추진 중인 노지 스마트농업 기반과 넓은 재배 환경을 활용해 농업 전반을 데이터 기반 산업으로 바꾸겠다는 구상이다.
이를 위해 기상, 토양, 생육, 병해충 정보를 실시간으로 수집·분석하는 ‘농업 빅데이터 플랫폼’을 구축할 계획이다. 분산된 농업 데이터를 하나로 통합해 농민들이 현장에서 즉시 활용할 수 있도록 지원함으로써 경험과 감에 의존하던 영농 방식을 과학적·정밀한 데이터 기반 농업으로 전환하겠다는 설명이다.
작물별 맞춤형 스마트농업 체계도 단계적으로 확대된다. 마늘 재배지에는 관수·관비·병해충 예측 기능을 갖춘 스마트 영농 시스템을 고도화하고, 사과 등 과수 분야에는 드론과 영상 분석 기술을 활용한 정밀 생육관리 및 병해 조기 진단 시스템을 도입할 계획이다.
또 벼와 노지채소 재배지에는 자율주행 농기계, 공동방제 시스템, 자동 관수·배수 체계를 도입해 노동력 부족 문제와 기후변화에 동시에 대응하는 기반을 마련한다는 방침이다.
특히 농민 체감형 정책으로 ‘AI 영농비서 서비스’ 도입도 제시됐다. 스마트폰으로 작물 사진을 촬영하거나 음성으로 질문하면 병해충 진단, 재배 방법, 방제 시기, 관수량 등을 즉시 안내받을 수 있도록 해 고령 농업인도 쉽게 활용할 수 있는 현장 중심 스마트농업 환경을 구현하겠다는 구상이다.
이와 함께 청년 농업인 유입과 정착 기반 강화를 위해 스마트농업 교육 및 실습형 실증단지를 확대하고, 초기 투자 부담을 줄일 수 있는 임대형 스마트팜과 연계해 청년농과 기존 농업인이 함께 성장하는 구조를 만들겠다고 밝혔다.
최 예비후보는 “이제 농업은 노동이 아니라 데이터로 경쟁하는 시대”라며 “의성을 단순한 농업지역이 아닌 AI 기반 농업 혁신을 선도하는 지역으로 반드시 바꾸겠다”고 말했다. 이어 “농민의 부담은 줄이고 소득은 높여 젊은 사람이 돌아오고 지속 가능한 농업이 가능한 의성을 만들겠다”고 강조했다.

Furthermore, to strengthen the foundation for the influx and settlement of young farmers, the plan includes expanding smart farming education and practical demonstration complexes. It also aims to create a structure where young farmers and existing farmers grow together by linking these facilities with rental-type smart farms that reduce the burden of initial investment.
Preliminary Candidate Choi stated, “We are now in an era where agriculture competes with data, not labor,” adding, “I will definitely transform Uiseong from a mere agricultural region into a place that leads AI-based agricultural innovation.” He further emphasized, “I will reduce the burden on farmers and increase their income to create an Uiseong where young people return and sustainable agriculture is possible.”
