(브레이크뉴스인천 박상도 기자) 계양구가 지난 14일 아제르바이잔 국유재산청 대표단이 계양구를 방문해 토지관리 및 토지행정 시스템 운영 사례를 벤치마킹했다고 밝혔다.
계양구에 따르면, 이번 방문은 아제르바이잔 측이 선진 토지행정 시스템 도입을 위해 한국의 지적·부동산 관리 체계를 직접 확인하고 협력 방안을 모색하고자 추진됐으며, 한국국토정보공사(LX)의 초청으로 이뤄졌다.
이날 방문에는 아제르바이잔 경제부 디지털 거버넌스 부서장을 비롯한 대표단 9명과 한국국토정보공사(LX) 관계자 3명 등 총 12명이 참여했다.
대표단은 구청 방문에 앞서 경인아라뱃길 일원에서 지적측량 실습을 진행하며 현장 측량 과정을 직접 체험했다.
이어 구청에서는 토지행정 절차, 지적측량 및 공간정보 관리, 부동산 행정 서비스 운영 전반에 대한 설명과 함께, 현장 측량 결과가 행정 시스템에 반영되는 과정까지 연계해 소개했다.
이를 통해 대표단은 현장 측량과 행정 시스템이 유기적으로 연계되는 한국형 토지관리 체계를 종합적으로 이해하는 계기를 마련했다.
특히, 대표단은 윤환 계양구청장과의 면담에서 토지행정 분야 협력 가능성과 지속적인 교류 확대 방안에 대해 심도 있는 대화를 나눴으며, 향후 자매도시 결연 등 우호 협력 관계 구축 방안에 대해서도 의견을 교환했다.
양측은 행정 경험 공유를 넘어 다양한 분야에서의 교류 확대 필요성에 공감하며, 실질적이고 지속 가능한 협력 관계 형성에 뜻을 모았다.
윤환 구청장은 “현장 중심의 지적행정과 디지털 기반 토지관리 시스템은 계양구의 중요한 행정 자산”이라며 “앞으로도 국제 교류를 통해 선진 행정 사례를 적극적으로 나누고, 상호 발전하는 협력 관계를 지속해 나가겠다.”고 말했다.
아제르바이잔 측 관계자는 “현장에서 직접 확인한 측량 기술과 행정 연계 방식이 매우 인상적이었다.”며 “자국의 토지관리 제도 개선에 실질적인 도움이 될 것으로 기대하며, 이번 방문은 단순한 견학을 넘어 양국 간 실질적인 협력 기반을 다지는 뜻깊은 자리였다.”고 전했다.

Gyeyang-gu announced that a delegation from the Azerbaijan State Property Authority visited the district on the 14th to benchmark its land management and land administration system operations.
