박 후보는 첫 번째 비전인 조화를 통해 자연·역사·사람이 어우러지는 균형 도시를 만들겠다고 강조했다.
세부적으로는 도시계획 재검토와 전략위원회 설치, 원도심 복합개발, 시장 상권 활성화 등을 통해 새로운 천년을 준비하는 도시 재정비에 나선다는 구상이다. 또 신라왕경 복원·정비사업과 역사문화 발굴을 통해 경주 전역을 세계적 치유·문화·관광도시로 탈바꿈시키겠다고 밝혔다.
이와 함께 ‘경주그린링크’ 숲·하천 복원, 청춘농업혁신센터 조성, 농업 명품화 산업화 정책도 추진한다. 울산·포항과 연계한 해오름 공동체를 경제공동체로 격상시키고 광역도시계획권 지정도 추진하겠다고 덧붙였다.
두 번째 비전인 거점은 경주를 세계와 미래를 연결하는 혁신 성장도시로 만드는 데 초점을 맞췄다.
박 후보는 문화체육관광부의 경주 이전 추진과 함께 세계 5대 천년고도 네트워크 구축, 환동해권·동남권 메가시티 연계 강화 등을 공약으로 제시했다.
관광 분야에서는 ‘돈 쓰는 관광객 1천만 명 추가 유치’를 목표로 외식산업 육성, 국제교류 프로젝트 확대, 청년·여성 관광창업존 조성 등을 추진한다.
또 미래산업 분야에서는 SMR(소형모듈원전)·에너지 R&D 벨트 구축, 데이터센터·AI·e-모빌리티 산업단지 조성, 안강 산업단지의 친환경 스마트산단 전환 등을 약속했다.
청년 정책으로는 ‘21세기 청년 화랑’ 3천 명 양성, 24시간 창업허브 조성, 글로벌 인턴십과 리턴경주 패키지 운영 등을 제시했다.

소상공인 분야에서는 경주 소상공인지원센터 설립, 경영자금 확대, AI 기반 상권 분석 시스템 무료 제공, 청년부부 창업 지원 등을 약속했다.
