15일 홍천군에 따르면, 군은 지난 7일 남면 송내교 일대에서 대규모 유류 유출 사고 상황을 가정한 ‘2026 수질오염사고 민·관·군 합동 대응 훈련’을 성공적으로 마쳤다고 밝혔다.
이번 훈련은 해빙기 발생하기 쉬운 유류 유출 사고를 사전에 예방하고, 실제 사고 발생 시 신속하고 정확한 초동 조치를 통해 피해를 최소화하기 위해 마련됐다. 훈련에는 홍천군 환경과와 재난안전과를 비롯해 육군 제1320부대, 원주지방환경청, 양덕원119안전센터, 한국환경공단 등 유관 기관이 대거 참여해 실전과 방불케 하는 긴장감 속에 진행됐다.
이날 훈련은 부대 내 주요 취급소 배관 파손으로 경유 약 120리터가 인근 양덕원천으로 유출되는 긴박한 상황을 가정해 시작됐다.
주요 대응 절차로는 ▲사고 상황 접수 및 신속 보고 ▲임시 방제 둑 설치를 통한 사고 원점 방제 ▲오일펜스 및 오일붐 설치를 통한 하천 유입 차단 ▲드론을 활용한 오염 지역 감시 및 수질 분석 ▲소방 펌프차를 이용한 유처리제 살포 및 시료 채수 등 단계별 매뉴얼에 따른 철저한 점검이 이뤄졌다.
특히, 이번 훈련에서는 방제 물자를 현장에 신속히 투입하고 사고 확산을 조기에 차단하기 위한 유관 기관 간의 유기적인 협업 체계를 확인하는 데 중점을 뒀다. 군은 훈련 종료 후 도출된 미흡한 사항을 보완해 재난 대응 매뉴얼을 고도화하고, 방제 물자를 추가로 확보해 상시 대응 능력을 강화할 계획이다.
