신청 대상은 2019년 4월 1일부터 2022년 9월 30일까지 임업경영체 등록을 마친 산지에서 연간 60일 이상 임업에 종사하는 등 자격 요건을 갖춘 임업인이다. 기한 내 신청하지 않을 경우 지급 대상에서 제외되므로 주의가 필요하다.
