경북도는 지난 2월 23일부터 4월 10일까지 해빙기 안전사고 우려 시설을 대상으로 집중 점검을 실시해 총 3,575개소에 대한 안전점검을 완료했다고 밝혔다.
해빙기는 겨울철 얼어 있던 지표면이 녹으면서 지반이 약해져 시설물 붕괴와 낙석, 전도 등 각종 안전사고 위험이 높아지는 시기다.
이번 점검은 사면과 급경사지, 저수지, 옹벽 등 취약시설을 중심으로 진행됐다. 공무원과 공사·공단 관계자, 민간 전문가 등 총 1,873명이 참여한 민관 합동 점검으로 전문성과 실효성을 높였다.
경북도는 점검 기간 ‘주민점검신청제’도 함께 운영했다. 주민이 위험하다고 판단한 시설에 대해 점검을 요청할 수 있도록 했으며, 주택 옹벽과 석축, 사면 등 6건에 대해 민간 전문가와 함께 현장 점검을 실시해 안전 사각지대 해소에 나섰다.
또 수시 낙석 발생 지역과 과거 산불 피해지역 등 위험도가 높은 구간은 ‘해빙기 특별관리대상’으로 지정해 집중 관리했다. 지역 사정을 잘 아는 이장 등으로 구성된 마을순찰대와 합동 점검을 벌여 현장 대응력도 강화했다.
점검 결과 건설현장 추락방지시설 보완, 급경사지 낙석방지시설 정비 등 총 328건의 안전개선 사항이 확인됐다. 경북도는 즉시 시정 조치를 시행하고, 필요 시 정밀안전진단을 거쳐 보수·보강을 추진할 계획이다.
이와 함께 사면 인장균열 발생 구간에는 재난관리기금을 활용해 낙석 방호시설을 설치하고, 위험지역은 사전 출입 통제하는 등 인명사고 예방 조치도 강화했다.
경북도 관계자는 “앞으로도 마을순찰대와 주민점검신청제 등 도민이 함께 참여하는 안전관리 체계를 더욱 확대하고, 현장 중심 예방 행정을 강화해 도민이 안심하고 생활할 수 있는 안전한 경북을 만들어가겠다”고 말했다.
