한바탕 소동이 일었다. 정동영 통일부 장관이 북한지역의 핵개발 장소를 거명했다는 이유로, 미국의 정보기관이 한국에 제공해오던 북한 정보의 제공을 중단했다는 것 때문이다. 이를 빌미로 장관직에서 사퇴하라는 말까지 나왔다. 과연 그러할까?
미국은 자국의 이익을 위해 주한(駐韓) 미군을 한국에 파견, 근무케 하고 있다. 그리고 대 북한 정보는 한반도 주변 국가, 또는 한반도과 관련된 모든 국가가 생산-활용하고 있다. 특히 한미 간은 생산된 대(對) 북한 정보를 정기적으로 교류 해왔다. 단연코, 한국 정부가 생산하는 대(對) 북한 정보가 미국이 생산하는 대(對) 북한 정보보다 더 많을 것이다. 한국의 대 북한 정보의 정보 생산량이 수위를 차지한다는 말이다. 북한 정보에 관한한 한미 간이 교류를 중단한다면, 미국이 훨씬 더 많이 손해를 볼 것이다.
이에 대해 정동영 통일부 장관도 SNS 저널인 페이스북 4월20일자에 게재한 글을 통해 자신의 입장을 피력했다. 정동영 장관은 “북한 구성 지역에서 핵개발 활동이 있다는 것은 2016년 美 ISIS보고서와 국내 KBS뉴스 보도를 시작으로 작년 美 CSIS 보고서까지 그동안 반복적으로 제기되어 왔다”라고 강조했다. 자신의 발언이 처음은 아니라는 입장이다.
정동영 통일부 장관은 이 글에서 “지난 2025년 7월14일 이재명 정부의 초대 통일부장관 후보자로 지명된 저의 인사청문회가 있었습니다. 당시 저는 국민의힘 인요한 의원의 질의에 대해 북한 핵문제의 심각성을 지적하면서 '구성(북한 지역)' 지역을 이미 언급한 바 있습니다. 9개월 전의 일입니다”면서 “저는 정치에 입문해 국회의원이 된 후 지금까지 당장 주어진 일에 상관없이 한반도문제 관련 국내 외 논문과 기사들을 꼼꼼히 챙겨 탐독해 왔습니다. 특히 2005년 당시 통일부장관 겸 NSC 상임위원장로서 북핵문제 해결의 획기적 전기를 마련한 9.19 공동성명 도출을 지휘하면서, 북핵문제에 대한 포괄적 지식과 정보를 이해하는 계기가 되었습니다. 북한 구성 지역에서 핵개발 활동이 있다는 것은 2016년 美 ISIS보고서와 국내 KBS뉴스 보도를 시작으로 작년 美 CSIS 보고서까지 그동안 반복적으로 제기되어 왔으며, 그동안 제가 참여한 셀 수 없는 국내외 전문가토론 및 학습모임에서도 이를 확인해 왔습니다. 이미 오래전부터 공개정보를 통해 알고 있는 사항이었기 때문에 작년 인사청문회 때에도 자연스럽게 제 머릿속에 있는 일반상식으로서 구성 지역을 언급했던 것입니다”라고 강조했다.
이어 “올해 3월6일 국회 외교통일위에서도 구성에 대한 언급이 있었습니다. 이미 작년 7월 인사청문회 때 언급한 사실이 있었기 때문에 새로울 것이 없었습니다. 그런데 느닷없이 이 언급이 이렇게 문제가 되고 있는 사실이 매우 당혹스럽습니다. 무슨 정치적 의도가 있는 것은 아닌지 괜한 억측이 들기도 합니다. 저는 작년 7월25일 통일부장관 취임후 국내외 관계정보기관으로부터 핵시설 관련 정보보고를 일체 받은 적이 없습니다. 통일부가 보유하고 있는 일반정보와 제가 오랜 기간 스스로 체득한 북핵 일반상식에 근거해서 국민들과 소통하고 국회에 보고해 왔습니다. 정보누출이라는 주장은 얼토당토 않은 말입니다. 정보보고를 받지 않았는데 무슨 정보누출을 한다는 말입니까. 그동안 한마디 없다가 이제 와서 한미 간 무슨 큰 이견이라도 있는 듯 부풀리며 정부를 공격하는 야당 등 일각의 행태도 참으로 보기 민망 합니다”고 설명하면서 “저는 정치를 오래 해 왔습니다. 지금 저는 통일부장관으로서 폐허가 된 남북관계의 활로를 찾고, 적대와 대결이 아닌 평화와 공존의 새로운 한반도를 만들겠다는 일념으로 매진하고 있습니다. 통일부장관으로서 반 발짝 앞선 저의 행보에 대해 불편해 할 분들도 계실 것입니다. 그러나 저는 이재명 정부의 초대 통일부장관에게 맡겨진 정치적 역할과 시대적 소임이 있다고 생각합니다. 흔들리는 국제정세와 꽉 막힌 남북관계 앞에서 바늘구멍이라도 뚫겠다는 간절한 마음으로 노심초사 살얼음판을 걷고 있는 이재명 정부의 성공을 위해 누군가는 해야 할 일이 있다고 생각합니다. 빛의 혁명을 통해 주권자인 국민들이 이재명 정부에 맡긴 정체성을 지켜야 한다고 생각합니다”라고 덧붙였다.
