브레이크뉴스 문홍철 기자= 서울의 주요 교통거점임에도 불구하고 노후로 주변 지역과의 연계성과, 인근 지하철 역사(3호선 남부터미널역) 내 유휴공간의 활용도가 떨어졌던 남부터미널 일대가 활성화 계획을 통해 다시 태어난다.
서울시는 장기간 침체된 남부터미널 일대의 활력을 회복하고 도시 경쟁력을 강화하기 위해 ‘남부터미널 일대 활성화 통합구상 및 실행 방안’ 용역을 추진, 이를 토대로 기본구상안을 마련했다고 20일 밝혔다.
1990년대 2층 규모 임시 가건물 형태로 조성된 이후 지금까지 운영돼 온 남부터미널은 30여 년이 지나며 낡고 협소해 지속적으로 현대화 필요성이 제기돼 왔다. 그간 사전협상을 통해 개발이 논의됐으나 개발 밀도와 용도, 사업성 등 이견으로 사업 추진이 장기간 정체된 상태다.
이번 통합구상에서는 노후한 남부터미널을 교통·상업·문화 기능이 결합된 복합공간으로 재편하기 위한 기본 방향을 설정하고, 터미널 기능 현대화와 다양한 용도를 도입한 복합개발 구상안이 담겼다.
특히, 복합개발 구상을 통해 사업성을 보완하고 개발 대안을 구체화해 민간사업자의 개발사업 추진 동력을 확보했다.
터미널 기능을 지하에 배치하고 지상부에는 업무·관광숙박·문화·주거 기능을 도입하는 방향으로 구상, 서울시는 향후 민간사업자가 개발계획을 제안할 경우, 이번 구상안을 바탕으로 적극 협의해 사업을 추진해 나갈 방침이다.
주변 지역 활성화 방안도 함께 마련됐다. 남부터미널역(3호선)은
터미널 복합개발과 연계해 문화공간을 조성하는 방향으로 단계적 환경개선을 추진하고, 남부터미널 주변 노후 보행로는 가로환경 개선사업을 통해 보행 편의와 지역 접근성도 높일 계획이다.
아울러 서초음악문화지구 특성 강화 및 활성화를 도모하기 위해 악기거리 디자인 특화 등 사업을 남부터미널 복합개발과 연계해 장기적으로 추진할 방침이다.
관련 부서 간 협의를 통해 사업 간 연계성을 강화하고, 재원 확보 방안을 마련해 실행력도 높인다. 각 단위사업은 우선순위와 재정 여건 등을 고려해 단계적으로 추진될 예정이다.
김용학 미래공간기획관은 “이번 통합구상은 남부터미널과 주변 지역을 개별 사업이 아닌 하나의 유기적인 공간으로 보고 종합적인 발전 방향을 제시한 데 의의가 있다”며 “구상안을 바탕으로 남부터미널 일대를 동남권의 새로운 거점으로 육성해 나가겠다”고 말했다.
