이번 조직개편은 원전 유치 대응에 그치지 않고 재생에너지와 수소 등 미래 에너지 산업 수요를 반영하는 한편, 주민 수용성 확보를 위한 갈등관리까지 포함한 통합 대응체계 마련에 초점을 맞췄다. 특히 경상북도와 공동 대응을 기반으로 정책 기획과 실행력을 강화할 방침이다.
그동안 영덕군은 신규 원전 유치 태스크포스(TF)를 중심으로 부지 공모 대응과 유치 절차를 추진해 왔다. 군은 향후 부지선정이 확정되면 전담 조직을 통해 인허가, 주민 소통, 수용성 확보, 지역 산업 연계 등 대응체계를 한층 강화할 계획이다.
전담 조직은 20여 명, 5개 팀 규모로 구성되며, 신규 원전 유치 대응을 위한 공동 대응팀도 운영된다. 역할 분담형 협업 체계를 통해 영덕군은 지역 대응을 맡고, 경상북도는 관계기관 협력을 담당하게 된다.
또 경상북도개발공사, 경북테크노파크, 포항테크노파크 등 도내 관계기관과 지역 대학과의 협력도 확대한다. 관련 기관 간 업무협약 체결을 통해 신규 원전 유치와 에너지 산업 정책 추진, 산업 연계, 연구 기반 조성까지 아우르는 실행 기반을 확보한다는 구상이다.
이를 토대로 에너지위원회, 기후에너지안전센터, 원자력상생위원회로 이어지는 통합 대응 체계를 구축해 정책 방향 설정부터 실행, 주민 소통, 상생 협력까지 유기적으로 연계할 예정이다.
영덕군은 원자력과 재생에너지를 연계한 에너지믹스 산업 구조도 추진한다. 2조 원 규모의 원전 재정지원금과 경상북도 에너지산업융복합단지 등 지역 에너지 기반을 활용해 에너지산업단지를 조성하고, 에너지 거점 육성과 지역경제 활성화를 동시에 꾀한다는 전략이다.
신규 원전 유치 TF 단장인 황인수 영덕부군수는 “전담 조직과 공동 대응체계를 기반으로 정책 추진과 주민 수용성 확보 역량을 동시에 강화하고, 행정 대응력과 실행력을 한층 높여 나가겠다”고 말했다.
한편 신규 원전 후보 부지는 지자체 자율 유치 신청을 시작으로 종합 평가와 현장 조사를 거쳐 선정되며, 최종 후보지는 올해 6월 말께 발표될 예정이다.
