경북도의회 박미경 의원(비례.민생당)이 발의한「경상북도 아동학대 예방 및 피해아동보호에 관한 조례 전부개정조례안」이 제325회 임시회 행정보건복지위원회 심사를 통과했다.
보건복지부 자료에 따르면, 경북은 아동학대 건수가 2014년 613건에서 2019년 1,782건으로 늘어나, 5년 동안 약 190%나 가파르게 상승한 것으로 나타났다.

이에 박미경 의원은 경북 아동들의 인권을 적극적으로 보장하기 위한 조례안을 대표발의하여 「아동복지법」 개정사항을 반영하고, 아동학대 예방, 피해아동 보호 등에 관한 도지사의 명확한 역할과 규정 등을 명시했다.
조례안은 △아동학대 금지를 명시 △도지사의 책무로서 아동학대 예방 및 피해아동보호에 관한 정책 추진 △아동학대의 예방과 피해아동 보호 등을 위한 사항 △각종 정책 수립 및 시행, 연구·교육·홍보 및 아동학대 실태 조사 등 △신고체제의 구축·운영, 아동보호전문기관 설치, 전담의료기관 지정 등 △아동학대 예방계획의 매년 수립 △아동학대 관련 실태조사와 그 결과 공표 및 예방계획 △경상북도 아동학대예방위원회 설치 등 △관계 기관 간의 정보공유 및 협력체계 구축에 관한 사항 등을 규정한다.
박미경 의원은 “이번 조례안을 통해 아동학대와 피해아동보호의 선제적 예방과 상시적 대응체계를 구축 등 경상북도의 적극적인 역할을 기대한디”면서 “단 한명의 아동도 학대로 고통을 받지 않도록 제도적으로 세밀한 안정망을 갖출 것”이라고 밝혔다.
