박우근 대구시의원, 조속한 3차순환도로 완전 개통 촉구에 나서

박우근 대구시의원(교육위원회, 남구1)이 제285회 임시회 제2차 본회의 시정 질문에 나서 조속한 3차 순환도로 완전 개통 촉구에 나섰다.

박우근 의원은 “앞서 여러 차례 시정 질문과 5분 발언 등을 통해 3차 순환도로 조속한 완전 개통을 했지만 여전히 성과는 미흡한 상황”이라고 지적했다.

그러면서 “캠프워커 동편활주로 구간의 도서관과 도로공사 지연, 서측도로 및 47보급소의 기부 대 양여 반환과 관련해 큰 불편을 호소하고 있다”고 상황을 설명하며 “특히 동편 활주로와 헬기장의 오염도가 심각한데 따라 지연되고 있는 도서관과 도로공사의 완공시기, 캠프워커 반환부지의 정화작업이 부실하고 예산이 부족하다는 지적에 대해 대구시는 어떻게 대응 계획을 가지고 있나” 질문했다.

이에 권영진 시장은 캠프워커 동편 활주로 및 헬기장 부지 환경 정화사업에 대해 “해당 사업은 주한미군기지 이전사업으로 인한 반환 부지를 대상으로 국방부가 주관하여 전국적으로 시행하고 있다”면서 “캠프워커 반환부지에는 3차 순환도로를 비롯하여 대구 대표도서관, 평화공원 등이 조성될 계획으로 수많은 시민들이 즐겨 찾는 공간이 될 것이기 때문에 시는 완벽한 정화작업이 진행될 수 있도록 최선의 노력을 다하고 있다”고 설명했다.

그러면서 “토양오염 및 지하수 오염 정밀조사 항목을 국방부에 요구해 조사가 진행 중이며 오염조사 신뢰도 확보를 위해 국방부와 별도로 시 보건환경연구원에서도 오염정도에 관해 분석을 진행 중이다.”고 밝히며 이와 함께 “정화작업과정에서 발생 가능한 상황에 대비하기 위해 환경분야 전문가와 시민단체 등이 포함된 환경자문단을 구성하여 추진과정 전반에 대한 감시와 감독 기능을 시행할 계획”이라고 전했다.

이어 권 시장은 도서관과 도로공사의 완공시점에 대해 “관련 사업은 2022년 완공을 목표로 했지만 반환부지의 환경오염 정화문제로 인해 다소 지연되는 실정”이라면서 “특히 상대적으로 오랜 시간이 소요되는 대구 대표 도서관의 조기 착공을 위해 국방부와 협의해왔고 그 결과 도서관 예정부지 오염토양을 현장 내 인접부지에 옮겨서 해당부지에 오염물질이 없다고 검증되면 착공하는 것으로 가닥이 잡혀 예정대로라면 금년 중 착공해 2024년 1월경 완공될 것으로 예상된다.”고 말했다.

또한 “캠프워커 동편 3차 순환도로는 정화작업 완료가 된 이후에 착공 가능하기 때문에 환경정화작업 완료 시점인 2023년 1월에 건설하면 대표도서관과 비슷한 시기에 준공 될 것으로 전망된다”면서 “시민의 안전을 고려한 엄격한 정화를 최우선 순위에 두되 시민들이 기다리는 사업도 너무 늦지 않도록 노력하겠다”고 밝혔다.
