홍석준 의원(국민의힘, 대구 달서구갑)이 국방섬유 국산화의 중요성을 강조하면서 전투복 뿐만 아니라 군 피복류 전반과 소방복, 경찰복 등 공공부문 근무복 소재의 국산화 확대 필요성을 제기했다.
현행 방위사업법에 따르면 군수품의 경우 국내 생산품을 우선 구매하도록 되어 있다.
그러나 최종 공정이 국내에서 이루어지면 국내 생산품에 해당한다는 허점 때문에 대부분의 군 피복류가 중국, 베트남 등 외국산 원사·원단을 수입한 후 국내 제작하여 군에 납품하고 있는 것으로 알려진다.

이 같은 상황은 전시 등 비상사태 발생 시 군 피복류 수급차질 초래할 수 있으며 국내 섬유소재 생산기업 일자리 감소와 생산기반 해외이전 가속화 문제가 있어 국방섬유 국산화가 시급하다는 지적이 지속적으로 제기되고 있다.
이에 홍석준 의원은 “국방섬유의 국산화는 비상시 전투복 등의 안정적인 수급이 가능하도록 하고, 관련 산업의 국내 생산기반 강화로 국가 경제에 기여하는 등 자주국방과 국내 산업발전 측면에서 매우 중요한 요소”라고 강조했다.
앞서 홍 의원은 지난해 국회 예산결산특별위원회 회의에서 국방섬유의 국산화가 반드시 이루어져야 함을 지적하고, 방위사업법 개정안을 발의하는 등 국방섬유의 국산화를 위해 힘써왔다.
홍 의원의 적극적인 노력과 관계 부처의 협조 덕분에 국방부는 2021년 72억 원의 추가예산을 편성하여 전투복 소재 국산화 사업을 시범 추진하는 등 국방섬유의 국산화 움직임이 나타나고 있다.
홍석준 의원은 “국방섬유의 국산화가 시작된 것을 환영한다”며 “국방부의 전투복 소재 국산화 사업이 차질 없이 추진되어 이를 바탕으로 군 피복류 전반으로 품목이 확대되는 것은 물론, 경찰복·소방복·공기업 등 공공부문 근무복 소재 역시 국산화가 이루어져 우리나라 섬유산업이 다시 한 번 도약할 수 있는 계기가 되길 기대한다”고 밝혔다.
