국민의힘 소속 중도개혁 초선 의원들이 초심포럼을 발족하고 창립토론회를 개최하여 복지정책에 대해 열띤 토론을 나누었다.
초심포럼은 우리 정치·사회 전 분야에 걸쳐 이슈가 되고 있는 중장기적 아젠다에 대해 심층적인 논의와 토론을 통해 의견을 모으고, 이를 당과 국민에 제시하여 궁극적으로 정치와 사회를 개혁하기 위한 모임이다.

10일 초심포럼의 발족과 함께 열린 창립 토론회에서는 유경준 의원이 대선정국에서 뜨거운 감자인 ‘공정소득, 안심소득, 기본소득’등 복지정책에 대해 발제하고 윤창현 의원이 지정토론자로 토론을 이어갔다.
토론에서는 기본소득이 우리나라에 적용되기에는 비효율적이고 소득분배에 역진적이어서 실현 가능하지도, 바람직하지도 않다는 의견이 지배적이었다.
최소 생계가 가능할 정도의 기본소득인 월 60만원씩 전국민에게 지급하려면 우리나라 전체 예산의 절반이 넘는 연간 360조원이 소요되는 바, 이것은 현실적으로 불가능하다는 것이다.
또한 이재명 지사가 주장하는 저액의 기본소득인 범주형 기본소득(청년, 예술인 등 부분 기본소득 포함)도 소득이 높은 개인에게 지급될 수 있다는 측면에서 역시 역진적이라는 치명적인 결함을 가지고 있고, 중복지급의 우려가 있는 등 적합하지 않은 것으로 의견이 모아졌다.
박형수 의원은 포럼의 활동 방향에 대하여, “초심포럼은 초선답게 이념과 정파에 매몰되지 않고 우리 정치와 사회의 지속적인 개혁과 성장을 위해 다양한 의제에 대해 실사구시적인 논의를 이어나갈 것”이라면서, “향후 국민연금 등 사회보험개혁, 노동개혁, 정부조직 개편, 선거구제 개편, 헌법개정 등 우리 사회의 각종 현안에 대해 폭넓게 논의할 것”이라고 말했다.
