지난해 병역판정검사 결과 전체 대상자의 평균 면제율은 3%에 불과하지만 고소득자 및 고소득자 자녀들의 병역 면제율이 9.9%로 집계되어 평균 면제율의 3배에 육박하는 것으로 나타났다.
강대식 의원(국민의힘, 대구동구을)이 병무청으로부터 제출받은 ‘고소득자 병적별도관리 도입 이후 병역판정검사 현황’ 자료에 따르면, 지난해 고소득자 및 고소득자 자녀들 열명 중 한명이 병역면제 판정을 받은 것으로 확인되었다.
현행 병역법에서는 소득세법에 따른 종합소득 과세표준 중 최고 세율을 적용받는 고소득자에 대해 병적을 별도 관리하고 있다.
이 가운데 지난해 소득세법이 개정으로 최고 세율 기준이 기존 5억 원에서 10억 원으로 상향되면서 5억 원 초과 10억 원 이하 구간의 고소득자가 병적별도관리 대상에서 제외되는 상황이다.

이에 강대식 의원은 “고소득자의 병역면제가 지속적으로 증가하고 있는 상황임에도 불구하고 내년부터는 오히려 고소득자로 병적을 별도 관리 받는 대상이 대폭 제외될 전망”이라며 우려를 표했다.
강 의원은 “고소득자의 면제가 급증하는 상황에서 병적 별도관리 인원이 고소득자 기준상향에 의해 과거 기준보다 1/3로 줄어드는 것은 바람직하지 않다”면서 “고소득자 기준을 기존 5억 원으로 유지하고 병적 별도관리를 철저히 하여 고소득자가 병역이행을 솔선수범하는 선진 병역문화를 만들어야 한다.”고 말했다.
