국민의힘 김용판 의원(행정안전위원회, 대구 달서구병)이 인사혁신처로부터 제출받은 ‘최근 5년간 국가공무원 겸직현황’ 자료에 따르면 최근 5년 사이 겸직 공무원이 약 62% 늘어난 것으로 나타났다.
현행법상 공무원은 겸직이 불가한 것으로 알려져있지만 공무원의 직무능력을 떨어뜨리지 않고, 공무에 부당한 영향을 끼치지 않으며, 국가 이득과 상반되는 이익을 취득하지 않고, 정부에 불명예스러운 영향을 끼치지 않을 경우 허가를 받은 경우에 한하여 겸직이 가능하다.

김용판 의원은 “부처별로 겸직 허가가 난무하고 있지만, 국가공무원 복무규정을 마련하고 이를 관리해야 하는 인사혁신처가 아무런 조치를 취하지 않고 있다”고 비판하며 “공무원의 복무를 담당해야 할 인사혁신처가 자신들의 책무 다하지 못한 것”이라고 비판했다.
