전국시도교육감협의회, 2021 지방교육재정 포럼 개최

전국시도교육감협의회(회장 최교진, 이하 협의회)가 한국교육재정경제학회와 함께 2021 지방교육재정 포럼을 개최했다.

25일 개최한 이번 포럼은 지방교육재정 관련 연구용역 보고회 일환으로 ‘지방교육재정 신규수요 전망과 재정확충 및 효율성 운영 방안’을 주제로 진행되었다.

포럼에서는 송기창 교수(숙명여대), 사회는 박소영 교수(숙명여대 교육연구소장), 좌장은 하봉운(한국교육재정경제학회 회장)이 주제발표자로 나섰으며 지정토론에는 남수경 교수(강원대), 최기혁 지방교육재정과장(교육부), 전봉주 예산과장(강원도교육청), 박성일 기획평가과장(목포대)이 참여했다.

주제발표를 맡은 송기창 교수는 최근 기재부 및 언론을 중심으로 제기된, 학령인구 감소에도 불구하고 내국세의 20.79%를 지원하는 지방교육재정교부금제도가 문제라는 지적에 대하여 교육계의 반론을 정리해서 발표했다.
