일제 강점기-군사 독재정권의 영향인지 법률가(法律家) 그룹이 우리나라 정치의 상층부를 완전 장악하고 있다. 법률가라하면 “법무 업무 종사자인 법조인과 대학에서 법학 박사학위를 취득하고 법학을 연구하는 법학자”를 망라한 총칭이다. 이 가운데 법조인(실무법률가)이 더 강세이다. 쉽게 말하면, 법조인(法曹人)이란 판사, 검사, 변호사 등 실무법률가 출신들을 뜻한다.
