브레이크뉴스 정명훈 기자= 이주영 전 해양수산부 장관이 ‘경남발전 315전략’을 제안했다.
이주영 전 장관은 지난 9일 김해 장유 남명N스퀘어에서 열린 ‘경남의힘정책포럼’ 경남 중·동부권 발전을 위한 정책세미나 축사에 앞서 “개인소득 전국 12위로 추락한 경남을 전국 3위로 끌어올리고 청년이 모이는 경남, 인구 500만 경남시대를 열어가자”고 거듭 역설했다.
이 전 장관은 “대형 프로젝트를 구상하고 현실화를 위해 대규모 투자가 필요하나 공공투자만으로는 한계가 있다”며 국내외 투자자로부터 100억 달러 투자유치의 필요성을 강조하고, 이를 개인소득 전국 3위 달성, 인구 500만 경남시대와 연계해 우리나라 민주화운동의 효시인 마산3·15의거의 상징을 담아 ‘경남발전 315전략’으로 명명했다.
이주영 전 장관은 앞서 경남 발전을 위한 대형 프로젝트로 진해신항 조기 건설과 경남항만공사 설립, 거제 기점의 한일해저터널 건설과 하이퍼루프 적용, 초고층 해양타워와 세계적 규모 해상공연무대 건립, 한려해상 사백리길 관광도로 조성, 지리산 환상산악철도 건설, 100만평 규모 스마트팜 단지 조성 등을 제안한 바 있다.
100억 달러 투자유치는 이같은 대형 프로젝트를 현실화하기 위한 투자재원 확보 방안이다.
이 전 장관은 “미래자동차 부품 클러스터, 스마트센서산업 클러스터, 동남권 바이오헬스케어 메가시티 조성 등의 추진과 창원지법·지검 김해지원·지청 등 지역 숙원사업인 공공기관 유치를 앞당겨야 한다”고 강조했다.
이와함께 밀양 발전과 관련해선 “기업유치와 인구인력 확보에 어려움을 겪고 있는 나노국가산단 조기 활성화가 절실하다”고 말했다.
창녕의 경우에는 지지부진한 낙동강워터플렉스사업 조기 완성, 함안은 신재생에너지 융복합발전단지 조성, 의령은 부림일반산업단지 조기 건설 등을 통해 인구감소와 지역소멸에 발 빠르게 대응해야 한다고 했다.
한편 ‘경남의힘정책포럼’이 최근 출간한 ‘이주영과 함께하는 정책 에세이’ 「경남 발전 비전과 미래」 정책집 출판기념 북콘서트로 진행된 이날 세미나에는 정원식 경남대 교수와 김미연 창원대 교수, 유성진 인제대 교수, 이상승 부경대 외래교수, 조용국 가야어울림센터 운영위원장, 허일 경남공예조합 이사장, 현외성 전 경남대 교수가 패널로 참여했다. 참여 패널들은 정책집 내용과 경남 중·동부권 발전 방안을 주제로 토크콘서트를 진행했다.
