대구광역시의회 경제환경위원회(위원장 홍인표) 가 대구디지털산업진흥원(이하 DIP)에 대한 행정사무감사를 실시한 가운데 대구시의원들이 DIP문제들에 대해 잇따르고 있는 의혹과 관련한 언론보도를 언급하며 문제점 지적에 나섰다.

이날 가장 먼저 질의에 나선 이태손 의원은 “DIP가 채용비리와, 임대료 부정사용에 대한 의혹으로 구설에 올랐다. 합당한 이유가 있다고 하시겠지만 불미스러운 일이 없길 바랐는데 유감이다”라고 꼬집었다.
이만규 의원 역시 “DIP가 여러 가지 문제로 신임 원장이 오신지 1년이 되었는데도 부정적인 언론 보도가 계속 되고 있다”고 전했다.
그러면서 지난 2월 실시한 2021년 제1차 직원채용 공고에서 2급 자격요건을 학사학위 취득후 직장경력 12년 이상 15년 미만으로 적시한 것에 대해 지적하며 “차별요소가 있는 것이 아니냐”고 따져물었다.
이에 김유현 원장은 “먼저 저희 DIP 언론 보도에 대해 죄송하다”면서 “DIP는 인력을 채용하는데 있어 직급별 경력 기준을 두고 있지만 해당 사안으로 고령자에 대한 불균형이 발생한다고 해서 삭제 한 상태이며 의도적인 것이 아니다.”라고 설명했다.
하병문 의원 역시 “5월, 9월, 10월까지 언론 보도를 통해 문제점이 지적되었다”고 짚으며 “신임 원장이 왔는데도 여전히 내부 정리가 안되었다”고 목소리를 높였다.
그러면서 “조직개편해서 여러 가지 노력을 하긴 했겠지만 전혀 개선 된 것이 없다. 더 이상 이런식의 운영은 안된다. 조직의 철두철미한 변화가 있어야 할 것”이라고 강조했다.
이어 김혜정 의원은 DIP의 예산 집행에 있어 조달 구매 부분을 지적했다. 김 의원은 “금년 예산 집행 현황을 보니 수의계약이 많았다”면서 “코로나로 지역의 중소기업이 많이 힘들었는데 기준에 아쉬운 부분이 있더라도 지역상품을 이용해 주시면 좋았을 것”이라고 전했다.
김동식 의원은 DIP의 채용에 대해 질타에 나섰다. 그는 “4급은 정원을 넘겨 채용했는데 3급은 정원에 3명이 부족한 상황”이라고 설명하며 “기준을 지키면서 채용을 해야하는데 그렇지 않으니 언론의 뭇매를 맞을 수 밖에 없는 것”이라고 덧붙였다.
또한 “대구시가 운영비를 지원한 이후 늘어난 것은 인건비 뿐이고 자산은 다 줄었다. 운영비를 지원하자마자 방만해졌다”고 질타를 이어갔다.
홍인표 위원장은 “DIP의 설립취지인 지식기반의 첨단디지털산업 중심 도시로의 육성지원을 위해서는 전문성 강화가 필요하다”면서 운영비 확보를 위해 진행 중인 사업들을 정리해 줄 것을 주문했다.
또한 그는 DIP의 입찰공고에서 응찰 기업이 없어 유찰된 사례를 언급하며 “사전에 관련업체가 어느 정도 수요인지를 파악하고 입찰방식을 생각해야한다.”면서 “대구시에 5개 안이라던지 이러면 협상을 한다고 하던지 조건을 명문화해서 타당한 업체를 선정하는 방식도 있을 것”이라고 말했다.
