브레이크뉴스 정명훈 기자= 조 바이든 미국 대통령과 시진핑 중국 국가주석이 16일 화상 정상회담을 갖고 양국 현안을 논의했다.
바이든 대통령이 취임한지 10개월여만에 시진핑 주석과 대화 자리를 마련한 것이다.
중국 관영 매체인 CCTV에 따르면 미중 정상회담은 이날 오전 8시46분(미국 동부시간 15일 오후 7시46분)에 시작돼 12시46분까지 3시간 14분 동안 진행됐다.
양측은 미중 관계 발전과 연관된 전략적, 전체적, 근본적 문제들에 대한 대화를 이어갔으며 양국은 협력 강화를 강조했다.
바이든 대통령은 이번 회담을 통해 솔직한 대화를 나누길 희망한다면서 공개적이고 정직하게 의사소통을 하는 게 중요하다고 말했다.
이어 "미국은 중국 체제를 변화시키거나 동맹과의 관계 강화를 통해 중국과 대립하는 것을 추구하지 않는다"면서 "미국과 중국의 지도자로서의 책임은 양국 관계가 공개적인 충돌로 바뀌지 않게 하는 것"이라는 기존 입장을 거듭 밝혔다.
바이든 대통령은 대만의 독립 문제에 대해서도 "미국 정부는 오랜 기간 일관되게 '하나의 중국 원칙'을 실행해 왔고, 대만 분리독립세력을 지지하지 않는다"면서 "대만해협이 평화와 안정을 유지하기를 희망한다"고 중국의 손을 들어줬다.
바이든 대통령은 아울러 인권에서 부터 인도·태평양 이슈에 이르기까지 미국이 우려하는 분야에 대해 시진핑 주석과 논의하길 바란다고 말했다. 그러면서 "양국은 양국 국민뿐 아니라 세계에 대해서도 책임이 있다면서 각국은 규칙에 따라 행동해야 한다며 미국은 미국의 가치를 옹호할 것"이라고 덧붙였다.
시진핑 주석은 양국이 서로 존중하며 협력해 나가야 한다고 강조했다.
시 주석은 "바이든 대통령이 정치적 리더십을 발휘해 미국의 대중국 정책을 합리적이고 실용적인 궤도로 되돌리기를 희망한다"며 "중국은 중·미 관계를 긍정적인 방향으로 진전시킬 준비가 돼 있다. 양국은 각각 발전을 촉진하면서도 공존하는 것이 국제사회를 위하는 길"이라고 말했다.
시 주석은 양국은 세가지 원칙을 견지해야 한다면서 "첫번째는 상호 존중, 두번째는 평화 공존, 세번째는 협력 및 윈윈(상생)이다"라며 "지구는 중국과 미국이 함께 발전할 수 있을 만큼 충분히 크다. 제로섬 게임을 하지 말자"고 했다.
시진핑 주석은 대만 문제와 관련해선 "중국의 완전한 통일은 모든 중화 자녀들의 공통된 염원이다. 우리는 인내심을 갖고 최대한의 성의와 최선을 다해 평화통일의 비전을 이루려 하겠지만 만약 대만 독립·분열 세력이 도발하고 심지어 레드라인을 넘으면 우리는 부득불 단호한 조치를 취할 것"이라고 말했다. 그러면서 "대만은 중국의 일부이며 중화인민공화국 정부는 중국을 대표하는 유일한 합법 정부"라고 단호히 말했다.
시 주석은 아울러 "중국과 미국은 바다를 항해하는 거대한 배 2척과 같다"며 "풍랑 속에 같이 나아가기 위해선 양국은 키를 꼭 잡고서 항로 이탈이나 서로 충돌하지 않도록 노력해야 한다”고 했다.

The two sides continued to talk about strategic, overall and fundamental issues related to the development of U.S.-China relations, while the two countries emphasized strengthening cooperation.
President Biden said he hopes to have an honest conversation through the meeting, adding that it is important to communicate openly and honestly.
The U.S. does not pursue confrontation with China by changing the Chinese system or strengthening relations with the alliance, he said repeatedly. "The responsibility of the U.S. and China as leaders is not to change the relationship between the two countries into an open conflict."
Regarding Taiwan's independence issue, President Biden also ruled in favor of China, saying, "The U.S. government has consistently implemented a 'one Chinese principle' for a long time and does not support Taiwan's separate independent forces. I hope the Taiwan Strait will maintain peace and stability.
President Biden also said he hopes to discuss areas of concern for the U.S. from human rights to Indian and Pacific issues with President Xi Jinping. "The two countries are responsible not only for the people of both countries but also for the world," he added, "The United States will defend the values of the United States, saying that each country should act according to the rules."
President Xi Jinping stressed that the two countries should respect each other and cooperate.
President Xi said, "I hope President Biden will exercise political leadership to return the U.S. policy toward China to a reasonable and practical trajectory," adding, "China is ready to move China-U.S. relations in a positive direction." Each of the two countries promotes development and coexists is the way for the international community, he said.
President Xi said the two countries must adhere to three principles, adding, "The first is mutual respect, the second is peaceful coexistence, and the third is cooperation and win-win (win-win)," adding, "The Earth is large enough for China and the United States to develop together." "Let's not play zero-sum games," he said.
Regarding the Taiwan issue, President Xi Jinping said, "China's complete unification is a common desire of all Chinese children. We will be patient and do our best to achieve the vision of peaceful unification, but if Taiwan's independence and division forces provoke and even cross the red line, we will inevitably take decisive measures," he said. He firmly said, "Taiwan is part of China and the government of the People's Republic of China is the only legitimate government representing China."
President Xi also said, "China and the United States are like two huge ships sailing in the sea," adding, "In order to proceed together in a storm, the two countries must hold their keys and try not to leave the route or collide with each other."
