국민의힘 양금희 의원(대구 북구갑, 여성가족위원회)은 세계 아동학대 예방의 날과 유엔아동권리협약 가입 30주년을 기념하며 ‘아동기본법’ 제정 공청회를 개최한다.
양금희 의원은 아동학대 근절과 아동의 인권 보장을 위해 가칭 아동기본법 제정 등 국가의 책임 강화를 강조하며 오는 26일 오후 2시 국회 의원회관에서 아동기본법 제정을 위한 공청회를 개최한다고 밝혔다.

보건복지부 아동학대 현황에 따르면 2020년 아동학대 사례는 총 30,905건으로 전년 대비 2.9% 증가했다.
이 중 부모에 의한 학대가 89.8%를 차지하고 있는데, 누군가 신고하지 않으면 가정 내에서 은폐되어 학대행위가 반복되고, 최악의 경우 ‘정인이 사건’처럼 아동이 생명을 잃는 상황까지 발생하게 된다.
가해자 처벌을 강화하고 환경을 개선하기 위한 법률적 근거 마련을 위한 노력들이 이어졌지만 개별법에서 다루지 못한 부분들이 여전히 사각지대로 존재하면서 아동들을 위협하고 있는 실정 가운데 양금희 의원은 국가의 책임 강화를 주장하며 아동기본법 제정을 위해 나선 배경을 설명했다.
양 의원은 “한 아이를 키우기 위해서는 이제 국가가 필요하다”며 “아동 권리의 실질적 보장은 인식개선이 최우선이며, 실효적인 법·제도의 뒷받침을 통해 이뤄지는 만큼 국회의원으로서 무거운 책임감을 갖고 있다”고 말했다.
이어“아동의 기본권리를 보장하기 위해‘아동기본법’제정 등 사회 안전망이 제대로 작동되고 있는지, 사각지대는 없는지 끊임없이 살피고 보완해 아동의 이익을 최우선으로 고려한 정책을 수립하고 시행하겠다”밝혔다.
