브레이크뉴스 정명훈 기자= 이재명 더불어민주당 대선 후보는 21일 다주택자 양도소득세 중과 유예와 관련, 정부에서 부정적인 입장을 피력하고 있음에도 국민들의 더 나은 삶을 위해 필요하다고 주장했다.
이재명 후보는 이날 오전 서울 중구 정동1928아트센터에서 '이재명×마이크 센델 대담' 직후 기자들과 만난 자리에서 "현 정부에 제도 개선을 요청 드리고 저희가 입법도 시도하지만, 서로 동의가 안된다면 몇달 후 선거가 끝난 뒤에도 얼마든지 할 수 있는 일"이라고 밝혔다.
그는 "현 정부 입장에서는 원칙이 훼손되고 일관성에 금이 간다고 말할 수 있는데 그 점도 이해한다"면서도 "하지만 우리가 정책을 세우는 이유는 정책 일관성을 유지하거나 또는 정책 결정자의 철학과 가치를 실현하기 위해 하는 것이 아니다. 국민의 더 나은 삶 위해, 국민의 고통과 부담을 줄여드리 위해, 더 나은 사회를 위해 하는 것"이라고 강조했다.
이어 그는 "저도 다주택자 양도세 중과세가 필요하다고 생각하고 앞으로도 계속 있어야 한다고 생각한다"라며 "하지만 종부세 부과가 현실이 됐고 직접 느끼는 압박이 크기 때문에 매각하고 싶은데 양도세 부담 때문에 견뎌 보는 입장이 상당히 많다고 알고 있다"고 말했다.
이 후보는 "양도세 중과 제도가 처음 시행되면서 오히려 시장에 매물이 나오지 못하게 막는 부작용이 일부 발생하고 있기 때문에 한시적으로 (팔 수 있는) 기회를 주자는 것"이라며 "행정 목적, 제도 자체의 목적 달성을 위해 유연성을 조금 발휘해보자는 것"이라고 설명했다.
그러면서 "양도세 중과 목적은 세금을 더 많이 걷기 위해서도 아니고 다주택자에게 고통을 주기 위해서도 아니고 최종 목표는 다주택자들이 주거용도 이외에 (매물을) 주택 시장에 매물로 내놓게 하기 위한 정책"이라고 부연했다.
한편 김부겸 국무총리는 같은날 CBS라디오 <김현정의 뉴스쇼>와 인터뷰에서 "양도세 중과 도입 시 이미 5월 말까지 유예기간을 줬는데 그때 정부를 믿고 주택을 처분한 분들은 피해를 본다. 정부 정책에 전혀 동의하지 않았던 분들이 지금 여유를 준다 해서 매물을 내놓을 것이라는 주장은 납득하기 어렵다"고 반박했다.
