충남도내 지역주민이 자율적으로 운영하고 있는 ‘시민경찰단체’에 대한 지원 근거가 만들어진다.
충남도의회는 12일 정병기 의원(천안3·더불어민주당)이 대표발의한 ‘충청남도 시민경찰단체 지원에 관한 조례안’을 예고했다.
시민경찰단체는 지역주민들이 스스로 조직해 교통질서 유지 등 봉사활동을 수행하는 단체를 말한다.
조례안은 시민경찰단체의 교통 및 기초질서 계도 등에 관한 봉사활동을 지원함으로써 안전하고 편안한 생활환경을 조성하기 위해 마련됐다.
조례안은 시민경찰단체 활동에 대한 지원사업, 단체 활동에 대한 감독 및 평가, 유관기관 간 협력사항 등을 명시했다.
조례안이 최종 통과되면 도내 시민경찰단체에 대한 지원을 활성화하고, 기존에 시민경찰단체가 구성돼 있지 않은 시·군에도 긍정적 영향을 미칠 것으로 기대된다.
정 의원은 “최근 강력범죄들이 잇따라 발생하고 있는데, 범죄예방을 위해서는 지역사회 구성원들의 이해와 협조가 중요하다”며 “시민경찰단체 활동을 통해 지역사회 안전과 관련된 문제에 주민들이 직접 참여할 수 있는 기회와 영역을 확대해 나가는 것이 필요하다”고 말했다. 이어 “이번 조례를 통해 시민경찰단체가 활성화되길 기대한다”고 말했다.
이번 조례안은 오는 18일부터 열리는 제334회 임시회에서 심의될 예정이다.
