충남도가 탈석탄 지역에 대한 지원과 충남혁신도시 공공기관 이전 조속 추진을 정부에 요청했다.
양승조 지사는 13일 청와대 영빈관에서 열린 ‘제1회 중앙지방협력회의’에 참석해 이 같이 건의했다.
중앙지방협력회의는 △국가-지자체 간 협력 △국가-지자체 간 권한·사무·재원 배분 △지역 간 균형발전 △지자체 재정 및 세제에 영향을 미치는 국가 정책에 관한 사항 등 지방 관련 국가적 의제를 논의·결정하는 중앙-지방정부 간 최고 의사결정기구다.
지방에 중요한 영향을 미치는 법률과 정책 등도 중앙지방협력회의를 통해 사전 논의하게 된다.
이날 첫 회의에는 문재인 대통령과 양 지사 등 시도지사, 국무총리와 각 부처 장관 등이 참석했다.
회의는 중앙지방협력회의 운영 방안 의결, △지역경제 활성화 방안 △초광역 협력 추진 현황 및 향후 계획 △자치분권 성과 및 2.0시대 발전 과제 보고 등의 순으로 진행됐다.
이 자리에서 양 지사는 정부의 ‘탄소중립에 따른 침체 우려 지역’ 지원을 언급하며, 문 대통령에게 “석탄화력발전소 소재 지역의 경우 송전선로와 온실가스 등으로 인해 환경피해를 입어왔으며, 향후 석탄화력발전소 폐쇄로 지역 경기 침체, 인구 및 세수 감소 등 추가적인 고통이 예상된다”고 설명했다.

양 지사는 “국가 에너지 공급을 위해 희생해 온 석탄화력발전소 소재 및 폐쇄 예정 지역에 대한 국가 차원의 집중 지원을 통해 정의로운 전환이 실현 될 수 있도록 건의드린다”고 말했다.
충남혁신도시와 관련해서는 “2020년 10월 220만 도민의 염원인 충남혁신도시가 지정·고시됐으나, 혁신도시 개발예정지구 지정 및 공공기관 이전 등 후속 정책 지연으로 충남은 정부의 혁신도시 지원 정책에서 제외되고 있는 실정”이라고 밝혔다.
