충남도의회(의장 김명선)가 지방의회 인사권 독립의 첫걸음을 뗐다.
도의회는 지방자치법 전부개정안 시행일인 13일 공식적인 인사권 독립에 발맞춰 인사위원 위촉식을 개최하고 첫 회의를 진행했다.
충남도의회 인사위원회는 인사‧조직 분야의 외부 전문가와 내부 공무원 등 총 9명으로 구성되었으며, 오늘부터 3년간 도의회 소속 공무원의 채용·승진·징계 등 인사에 관한 사항 등을 심의·의결하는 역할을 한다.
지방의회 인사권 독립은 지금까지 집행기관의 권한이었던 의회 사무직원 인사권이 도의회 의장에게 이양된 것으로, 의장이 의회사무처 직원에 대한 임용·승진·전보·교육·징계 등 전반적인 인사권을 행사하게 된다.
김명선 의장은 “지방의회의 인사권 독립은 1991년 지방의회 부활 이후 30여년 만에 이루어진 대전환으로, 인사위원회가 구성된 것을 뜻깊게 생각한다”며 “인사는 공정하고 투명해야 한다. 적재적소에 맞는 공정한 인사를 통해 계속해서 신뢰받는 충남도의회가 될 수 있도록 노력하겠다”고 말했다.
