충남도의회는 이북5도민들이 차별없이 지역사회 일원으로 활동할 수 있도록 ‘충청남도 이북5도민 등 지원에 관한 조례안’을 예고했다고 17일 밝혔다.
‘이북5도민’은 8·15 광복 후 이북5도에서 남하해 거주하는 주민과 그 배우자, 직계비속을 말한다.
김형도 의원(논산2·더불어민주당)이 대표 발의한 조례안은 이북5도민이 사회적 편견 없이 지역사회 구성원으로 정착하도록 지원하고, 이북5도민 단체가 추진하는 평화통일 사업 지원에 필요한 사항을 규정하고자 제정됐다.
주요 내용으로는 이북5도민 지원을 위한 ▲망향위로 사업 ▲후세대 육성·지원 사업 ▲통일의지 및 안보의식 함양 활동 협력체계 구축 ▲이북5도민 지원에 관한 책무사항 등을 담았다.
김 의원은 “이번 조례안은 이북5도 및 미수복 시·군 출신 지역민과 관련 단체를 지원하기 위한 것으로, 이북5도민 등의 권익을 보호하고 평화통일의 기반을 다지길 기대한다”며 “이들이 고향을 떠났어도 충남도민으로 함께 융화되어 살아갈 수 있도록 필요한 일을 지속 추진하겠다”고 말했다.
이 조례안은 18일부터 열리는 제334회 임시회에서 심의될 예정이다.
