충남도가 220만 도민의 염원이자 도정 핵심 과제인 서산공항 건설을 위해 예비 타당성 조사에 대한 대응을 강화한다.
전문가 TF를 꾸려 전략을 마련하고, 예타 대응 용역을 추진하는 한편, 항공사 유치와 범국민 공감대 확산을 위한 홍보 활동 등도 편다.
18일 도에 따르면, 충남 서산공항은 지난해 12월부터 기획재정부 예타를 받고 있다.
한국개발연구원(KDI)이 수행 중인 예타는 여객 수요와 사업비, 편익 등에 대한 분석 결과를 토대로, 5월 중간회의와 7월 최종회의를 거쳐 9월 완료될 예정이다.
이에 따라 도는 먼저 항공 관련 관계 기관과 대학 등의 인사로 전문가 그룹 TF를 구성, 추가 항공 수요 산출과 경제성 논리 개발 등 대응 전략을 마련한다.
또 여객 수요 및 사업비 분석 등 경제·정책성 평가에 대비해 향후 6개월 간 대응 용역을 추진한다.
항공사 유치를 위해서는 국내 지방공항 항공사 유치 사례, 항공사 지원 조례 등을 분석해 계획을 수립하는 한편, 이미 취항 의향을 표명한 2곳을 제외한 나머지를 대상으로 서산공항 사업 계획 설명 등을 진행한다.
정책성 평가 시 지역 여론이 평가에 반영되는 점을 감안해서는 범국민 공감대 형성을 위한 홍보 활동을 지속하기로 했다.
예타 연구진 현장 조사 등에는 도 지휘부가 직접 나서 설명을 진행하며 적극적인 유치 의사를 밝힌다.
지난 14일 진행된 현장 조사 때에는 양승조 지사가 예타 연구진을 만나 서산공항 필요성 등을 설명했다.
이 자리에서 양 지사는 “2017년 사전 타당성 조사 이후 서산공항은 해미국제성지 지정, 안면도 관광지 개발 추진 등의 여건 변화가 있었다”라며 도민 염원인 서산공항이 건설될 수 있도록 적극 검토해 줄 것을 당부했다.
양 지사는 이와 함께 18일 서산공항 예정지와 해미국제성지 등을 방문, 현장 점검을 갖고 예타 대응책을 모색했다.
이날 현장 점검은 박기완 공군 제20전투비행단장 면담, 서산공항 예정지 시찰, 해미국제성지 및 기념관 방문 등의 순으로 진행했다.
현장 방문에서 양 지사는 “충남 서산공항은 환황해경제권 중추 관문이자 국가균형발전의 핵심 인프라로, 더 이상 미룰 수 없는 220만 도민의 염원”이라며 국방부·공군 등의 유기적인 협조와 지원을 요청했다.
서산공항은 서산시 고북·해미면 일원 제20전투비행단 활주로를 활용하고, 터미널과 계류장, 유도로, 진입도로 등을 설치하는 사업이다.
