충남도, 농지원부 ‘농지대장’으로 개편

49년간 농지의 공적장부 기능을 해온 농지원부가 ‘농지대장’으로 바뀐다.

충남도는 13일  농지관리의 효율성을 높이기 위해 오는 4월 15일까지 농지원부를 ‘농지대장’으로 개편한다. 이번 개편은 지난해 10월 14일 개정‧공포된 농지법시행령에 따른 것이다.

작성 대상은 현행 1000㎡ 이상에서 모든 농지로 확대하며, 농지대장 작성기준도 농업인 세대별에서 필지(지번)별로 변경한다. 또 관할 행정청은 농업인의 주소지에서 농지 소재지로 일원화한다.

농지대장 전환 후에는 행정청 직권으로 작성해 오던 농지원부와 달리 농업인 신고의무제로 변경되며, 임대차 계약 발생‧변경 시 농지소유자는 변경사유가 발생한 날로부터 60일 이내 농지 소재지 관할 행정청에 의무적으로 변경 신청을 해야 한다.
