세종시가 '시민 주권 특별자치시'로 결실을 거둘 수 있도록 고도화 나가기로 했다.
세종시청은 17일 정음실에서 정례 브리핑을 열고 '시민주권 특별자치시 세종' 추진 성과에 대해 발표했다.
천흥빈 세종시 자치분권과장은 이날 가진 온라인 브리핑에서 "주민 스스로 결정하고 해결할 수 있는 분야를 확대해 시민 더욱 체감할 수 있도록 하겠다"며 이 같이 밝혔다.
천 과장이 발표한 5대 분야 12개 과제 성과를 보면 "읍면동장 시민추천제는 지난2018년 8월 조치원읍장을 시작으로 단계적으로 확대해 현재 모든 읍면동에서 시행중이다.
읍면동장 연임조건을 변경하고, 읍면동장의 역량을 높이기 위해 사전교육을 진행하는 등 제도 개선했다.
또, 리(里) 단위 마을 자치권 확대를 위해, 행복도시 편입지역을 제외한 255개의 리 개발위원회가 마을회로 전환됐다.
참여연령 만 16세 확대로 주민자치회에 30대 이하 청년층의 참여가 3배 이상 늘어났고, 16세 이상 청소년도 자치회마다 1명 이상 참여하는 등 젊은 층의 참여가 높아졌다.
‘시민참여 기본조례’ 에 따른 ‘시민주권회의’가 출범해 현재까지 481회 회의를 통해 1,051건의 주요 정책을 논의하는 등 시정 최고의 자문기구로 자리매김했다.
특히, 2020년 2월부터는 시민주권회의 안에 시민감동특별위원회를 설치해 현재까지 제20호 감동과제를 선정하고 해결방법을 실행중이다.

읍면동 조례․규칙 제안권 부여로 조례와 규칙의 제·개정을 제안할 수 있도록 ‘시민참여 기본조례’를 보장했다.
이에따라 "‘지방자치법’ 개정에 따른 주민조례발안제ㆍ주민e직접플랫폼 등과 더불어 주민입법이 활발해지는 계기가 될 것"으로 기대했다.
전국 최초로 도입한 자치분권특별회계는 주민들이 예산협의회나 주민총회 등을 통해 직접 마을 예산을 결정하고 편성하는 등 주민의 재정적 자기결정권을 강화했다.
이로인해 "2019년에 한국정책학회 정책상을 수상하고, 정부혁신사례로 선정되는 등 우수성을 인정받아 여러 지자체에서 벤치마킹(인천, 제주, 울산, 대전 유성구 등)하고 있다"고 밝혔다.
‘자치분권특별회계’는 2020년 159억 원, 2021년 174억 원, 올해는 184억 원으로 확대된다.
자치분권특별회계의 주요 재원인 주민세를 주민들이 원할 경우 읍면동별로 달리 정할 수 있도록 한 '읍면동별 주민세율 조정권 부여'는 지난해 말 ‘지방세법’ 개정으로 마무리됐다.
