충남도와 해양수산부가 도 관할 영해 7645㎢를 해양용도구역으로 지정하고 체계적인 관리에 나선다.
도와 해수부는 해양공간관리계획을 통해 해양용도구역으로 지정한 도 관할 영해를 9개 구역으로 나눠 통합·연계 관리한다고 20일 발표했다.
앞서 도와 해수부는 도내 해양 관련 정보를 수집·분석하고 해양공간 특성 평가, 법·제도 등을 고려한 해양용도구역안을 마련해 공청회, 관계부처 협의, 해양수산발전위원회 심의를 거쳐 최종안을 확정했다.
충남도 해양공간은 주꾸미·대하·꽃게 등 어족자원이 풍부하고 세계자연유산으로 등재된 서천갯벌 등 보전 가치가 높은 해역이 많으며, 섬·해수욕장·자연경관 등 자연·생태자원이 뛰어나다.
또 우리나라 전체 물동량의 약 13% 정도를 처리하는 대산항·당진항 등 무역항과 연안항이 있으며, 다양한 해양관광·레저 산업을 개발하는 등 해양공간 이용·개발·보전 활동이 공존하고 있다.
이러한 특성을 반영해 △어업활동보호구역(45.2%) △군사활동구역(44.7%) △항만·항행구역(8.5%) △환경·생태계관리구역(7.9%) △연구·교육보전구역(3.1%) △안전관리구역(2.4%) △해양관광구역(1.6%) △골재·광물자원개발구역(0.4%) △에너지개발구역(0.1%) 등 총 9개 해양용도구역*을 지정했다.
아울러 지정 용도구역별 적합한 활동을 명시하고 용도구역에 적합한 활동을 저해할 수 있는 행위를 조정·관리하는 방법도 제시했다.
이를 통해 도는 선점식 이용과 난개발, 이해당사자 간 갈등 등 그동안 개별 법령에 따라 이용·개발·보전이 이뤄져 발생했던 문제점을 방지할 수 있을 것으로 기대했다.
윤진섭 도 해양수산국장은 “이번 해양공간관리계획 수립은 해양공간을 합리적으로 관리하기 위한 첫발을 내디뎠다는 데 의미가 있다”라며 “생태·문화·경제적 가치가 공존하는 충청남도 해양의 가치 극대화를 위해 해양공간관리계획을 책임감 있게 추진할 것”이라고 말했다.
