충남도의회 예산결산특별위원회(위원장 방한일, 이하 예결특위)는 충남도교육청에 교육수요자 중심의 교육여건 개선, 재정 운영의 건전성·효율성에 힘써달라고 강조했다.
예결특위는 지난 28일 2022년도 충남도교육청 제1회 추가경정예산안 심의를 진행한 결과 충남도교육감이 제출한 원안대로 가결했다. 도교육청이 제출한 이번 추경안은 기정예산 4조 2349억 원 대비 2162억 원(5.1%)이 증가한 총 4조 4511억 원 규모다.
특히 예결특위는 최근 오미크론 변이 확산 등 코로나19 장기화에 따른 교육결선 회복과 방역 지원 확대를 위한 예산을 비롯해 미래형 교육과정 운영예산이 적절히 편성돼 있는지 자세히 살폈다.
또 학생 안전과 학습권 보장을 위한 교육시설 개선, 교육수요자 중심의 방과후학교 및 돌봄교실 운영 등 교육복지 지원 예산 등을 중점 검토했다.
방한일 위원장(금산1·국민의힘)과 김은나 부위원장(천안8·더불어민주당)은 “예산안 심사과정에서 지적된 사항은 동일·유사 사례들이 발생했음에도 계속해서 발생하고 있는 사인들이 대부분이다. 또다시 발생하지 않도록 예산편성을 신중히 해달라”고 밝혔다.
홍기후 위원(당진1‧더불어민주당)은 “도내 등하굣길 학생 교통사고 사망자가 해마다 증가하고 있으며, 교육청·지자체 간 이견으로 일어난 예고된 참사가 대부분이다. 학생들을 위한 안전조치에 부디 최선을 다해달라”고 강조했다.
김명숙 위원(청양‧더불어민주당)은 “도민에게는 행정 절차를 강요하면서 당사자들은 절차를 따르지 않는다. 예산심의 중임에도 버젓이 완료된 사업들도 부지기수다. 법적 행정 절차를 반드시 이행해 추진해달라”고 지적했다.
