고양시가 지난 5일 민간전문가 제도에 참여할 공공건축가를 위촉했다고 밝혔다.
이날 위촉된 공공건축가는 총 10명으로 ▲㈜범도시건축종합건축사사무소 정승권 대표 ▲건축사사무소 선재 차선주 소장 ▲㈜건축사사무소유니트유에이 김영주 대표 ▲㈜이이케이건축사사무소 유경동 대표 ▲디자인랩소소건축사사무소 장서윤 소장 ▲㈜건축사사무소공작소 김태곤 대표 ▲바이원 건축사사무소 정원영 대표 ▲규건축사사무소 최규현 대표 ▲투엠투건축사사무소 이중희 대표 ▲㈜르비앤제이건축사사무소 백현아 대표다.
임기는 위촉일로부터 2년으로, 공공건축 및 공간 환경 사업, 지역개발 사업, 생활SOC 사업 등에 대해 계획부터 설계, 시공 및 유지관리까지 전 과정에 걸쳐 일관성을 가지고 추진될 수 있도록 조정·자문하는 역할을 맡는다.
고양시 민간전문가 제도는 건축·도시디자인 정책 수립 및 사업의 기획·운영 단계에 민간전문가가 참여, 사업의 효율성을 높이고 도시디자인의 수준을 향상시키기 위해 마련됐다.

민간전문가는 건축·공간환경 정책 및 전략수립에 대한 자문을 총괄·조정하는 총괄건축가 1명과 개별 사업에 대해 조정·자문을 지원하는 공공건축가 10명으로 구성된다.
시는 민간전문가 제도 운영으로 공공건축 지원체계를 구축, 사업 구상단계부터 통합계획이 반영될 수 있도록 할 계획이다.
이를 통해 그간 도시미관을 저해하는 획일적인 디자인으로 설계되던 공공건축물의 디자인 수준도 크게 향상될 것으로 기대하고 있다.
특히 고양시는 올해 특례시 출범과 함께 일산테크노밸리, 방송영상밸리 등 대규모 개발 사업을 추진하고 있어, 민간전문가 제도를 통한 체계적인 건축·도시 디자인계획의 중요성이 클 것으로 보인다.
시 관계자는 “고양시의 공공건축물 디자인 역량을 강화하고 수준 높은 도시공간을 조성하기 위해 민간전문가 제도를 추진하게 됐다”며, “공공건축가의 적극적인 참여를 통해 고양시의 다양한 공공건축 사업도 더욱 활기를 띄길 기대한다”고 말했다.
