브레이크뉴스 정명훈 기자= 검찰 지검장 18명이 검수완박(검찰 수사권 완전 박탈)과 관련 "충분한 논의나 구체적 대안 없이 검찰 수사기능을 폐지하면 피해는 국민들께 돌아가고 검찰의 존재 의의가 사라지게 된다"며 전원 반대 의사를 밝혔다.
이들은 "검찰 수사 기능이 폐지된다면 더 이상 직무를 수행할 아무런 의미가 없다"며 조건부 사의 의사를 밝히는 등 배수의 진을 치고 검수완박 법안 통과를 반대하고 나섰다.
김오수 검찰총장은 지난 11일 오전 10시 서울 서초구 대검찰청 청사에서 전국 지검장 회의를 열고, 검수완박 문제를 논의했다. 18명의 지검장이 참석한 가운데 약 7시간여 걸린 이날 회의에선 전원 검수완박 법안에 반대 의사를 내비쳤다. 특히 "직에 연연하지 않겠다", "어떤 책임도 마다하지 않겠다"며 강경한 입장을 표명했다.
김후곤 대구지검장은 12일 오전 CBS라디오 '김현정의 뉴스쇼'에서 7시간 마라톤 회의의 분위기에 대해 "18명이 다같이 법안 추진에 대해 좀 더 신중한 검토가 필요하다는 일치된 입장이었다"고 전했다.
김후곤 지검장은 이어 "검찰의 수사 기능을 전면 없애고 기소권만 갖는다면 완벽하게 유죄를 받을 수 있는 사건의 경우에도 검사가 경찰의 보완 수사 요구도 못하고 스스로 증거 수집도 못 한다"면서 "예컨대 성폭력 범죄에 관한 처벌이 잘 안 될 수가 있다. 피해는 국민이 입게 될 것"이라고 강조했다.
김오수 검찰총장도 이날 오전 출근길에서 '오늘 민주당이 당론으로 채택하면 추가 입장을 낼 것인가'라는 질문에 "지켜봐야 할 것이다. 긴 하루가 될 것같다"면서 "(민주당이) 국민을 위해, 미래를 위해 현명한 결정을 해줄 것을 간절한 마음으로 기다리고 있겠다"라고 답했다.
국민의힘측에서도 검수완박에 대해 이재명 비리 수사를 막기 위한 것이라며 비판하고 있다.
권성동 원내대표는 11일 의총에서 "이 법이 국회를 통과하면 각종 권력형 비리, 부정을 포기하겠다는 것과 마찬가지다. 특정인과 민주당 핵심인사, 민주당에 대한 검찰 수사를 완전히 막겠다는 것"이라며 "아무런 실익도 없고, 국익에도 보탬이 되지 않는 검수완박법은 반드시 저지해야 한다"고 강조했다.
반면 민주당은 문재인 대통령 임기내 검수완박을 반드시 추진하겠다는 입장이다. 윤석열 대통령 당선인이 취임하면 대통령 거부권을 행사해 검수완박 법안을 저지시킬 수 있는 만큼 문 대통령 임기 내 처리를 목표로 하고 있다.
윤호중 비상대책위원장은 "검찰은 사회 정의를 지키는 곳이지 정치행위를 하는 곳이 아니다"라며 "우리가 지금 하고 있는, 국회가 논의하려고 하는 검찰개혁은 기득권과 특권을 가진 검찰에서 정상적인 검찰로 만들려고 하는 것이다. 비리수사 막기를 위해서 검찰개혁 한다고 비아냥거리지 말라"고 비판했다.
한편 민주당은 이날 오후 2시 의총을 열고 검수완박 관련 법안의 처리 내용과 시점을 논의할 예정이다.

Prosecutor General Kim Oh-soo held a meeting of district prosecutors nationwide at 10 a.m. on the 11th at the Supreme Prosecutors' Office building in Seocho-gu, Seoul, and discussed the issue of complete inspection. At the meeting, which took about seven hours with 18 district prosecutors attending, all of them expressed their opposition to the bill to complete the inspection. In particular, he expressed a strong stance, saying, "I will not dwell on my position" and "I will not hesitate to take any responsibility."
Regarding the atmosphere of the seven-hour marathon meeting on CBS Radio's "Kim Hyun-jung's News Show" on the morning of the 12th, Kim Hu-gon, head of the Daegu District Prosecutors' Office, said, "18 people were in a consensus that more careful review of the bill."
"Even in cases where the prosecution can be completely convicted if it completely removes the prosecution's investigation function and has the right to indict, the prosecution cannot demand a supplementary investigation or collect evidence on its own," District Prosecutor Kim Hu-gon said. Prosecutor General Kim Oh-soo also said on his way to work earlier in the day, "Will the Democratic Party of Korea make an additional position if it adopts it as a party platform today?" The public's power is also attacking the prosecution's completion as a way to prevent the investigation into Lee Jae-myung's corruption.
Kwon Sung-dong, floor leader of the party, said at a meeting on the 11th, "If the law passes the National Assembly, it is the same as saying that he will give up various power-related corruption and irregularities. "We will completely prevent the prosecution's investigation into certain people, key figures of the Democratic Party of Korea, and the Democratic Party of Korea," he said. "We must block the inspection and perfection law that has no practical benefit and does not contribute to the national interest."
On the other hand, the main opposition Democratic Party is determined to push for complete inspection within Moon Jae In's term. If President-elect Yoon Seok-yeol takes office, he aims to deal with it within President Moon's term as he can veto the president and block the bill to complete the inspection.
"The prosecution is a place of social justice, not political action," said Yoon Ho-joong, chairman of the emergency committee. "The prosecution reform we are trying to discuss now is to make it a normal prosecution from a prosecution with vested interests and privileges. Don't mock the prosecution for reforming the prosecution to prevent corruption investigations," he said.
Meanwhile, the Democratic Party of Korea will hold a parliamentary meeting at 2 p.m. to discuss the details and timing of the bill on the completion of the inspection.
