이동환 고양특례시장 당선인이 고양시 집중호우 취약지역에 대한 긴급 현장점검에 나섰다.
이동환 당선인은 30일 새벽 발효된 호우경보로 인한 피해에 대비해 신평 배수펌프장을 방문하고 유량 유입에 따른 배수 능력을 확인했다.

신평 배수펌프장은 고양시 덕양구 신평동 25-2 일원에 제1펌프장(1995년 4월)과 제2펌프장(2019년 8월)이 설치돼 도촌천과 대장천, 행신천 등 고양시 면적 14.9%(유역면적 39.84㎦)의 배수를 맡고 있다.
부지면적은 1만3,350㎡에 유수지 용량은 3만3,000㎥이며, 제1배수장 총 펌프 대수는 17대(대당 870HP)로 최대배수량은 1분에 7,500㎥이다.
제2배수장 총 펌프대수는 5대(대당 1,750HP)로 최대배수량은 1분에 3,300㎥이다.
그동안 제1펌프장의 배수능력 부족으로 2006년부터 2019년까지 집중호우에 따른 주택과 농경지 침수가 발생했고, 이에 제2펌프장을 증설해 시설용량을 기존 대비 44%를 증가시키면서 풍동 민마루 상수침수지역 등의 피해예방 효과가 향상됐다.

이동환 당선인은 “고양시 저지대지역 침수피해 예방에 노력을 기하면서, 제방 쪽에 나무를 심는 등 지역주민들이 이용할 수 있는 친수공간 활용과 한강 변 주차장을 확대해 주차장과 캠핑장 등 다목적 공간으로 활용할 수 있는 방안을 검토해 달라”고 주문했다.
또 “유수지의 용수를 활용해 건조 하천에 항상 흘려보내는 방안도 강구해 멱감고 발 담그는 하천을 만들고, 고양시의 보배인 일산호수공원에 관로를 연결해 물이 정체되지 않도록 해달라”고 당부했다.
