고양시는 지난 1일 민선8기 시작과 함께 ‘경제자유구역 추진단’이 공식 출범했다고 밝혔다.
이동환 고양특례시장은 취임식 당일 오전 현충탑 참배 후 시장 집무실로 이동해 ‘경제자유구역 추진단 구성 계획’을 1호 공식문서로 결재, 취임과 동시에 민선8기 새로운 조직이 출범하게 됐다.
경제자유구역 추진단은 이동환 고양특례시장의 핵심 공약인 ‘경제자유구역 지정’을 발 빠르게 추진하기 위한 경제자유구역 추진 전담팀이다.

경제자유구역은 「경제자유구역의 지정 및 운영에 관한 특별법」에 따라 외국인 투자기업, 국내복귀기업, 핵심전략산업 투자기업에 대한 세금감면, 규제완화 등의 인센티브를 제공하는 경제특별구역을 말한다.
고양시는 경기도의 경제자유구역 추진 전략에 발맞춰 국내 핵심기업과 투자유치 전문기관 등 네트워크를 활용, 단순 기업 유치를 넘어 국내기업 육성 및 경쟁력을 키우는 전략도 함께 추진할 계획이다.
시는 경제자유구역으로 지정 시 국내외 대기업 및 첨단기업 유치에 유리, 현재 추진하고 있는 일산테크노밸리, 방송영상밸리 등 대규모 사업과 함께 시너지 효과를 발휘할 것으로 기대하고 있다.
경제자유구역 추진단은 내부 우수 공무원으로 구성된 TF 형태로 운영, 전문성을 확보하기 위해 고양시정연구원, 고양산업진흥원 등 산하기관 직원도 합류할 예정이다.
또 도시계획, 경제, 행정 등 분야별 민간 전문가를 선정해 경제자유구역 자문위원회도 구성한다. 자문위원회는 경제자유구역 지정 및 개발, 발전방향, 산업육성에 관한 사항 등에 대한 자문기능을 수행하게 된다.
이동환 고양특례시장은 “경제자유구역 추진단 출범은 향후 4년간의 민선8기 정책방향을 알려주는 첫 신호탄”이라며, “고양시가 경기북부 최초로 경제자유구역으로 지정될 수 있도록 적극 추진해 국내기업 유치를 위한 기반을 단단하게 다질 것”이라고 말했다.
한편 경제자유구역은 현재 인천, 부산·진해, 광양만권, 경기, 대구·경북, 충북, 동해안권, 광주, 울산 등 총 9곳에 조성, 운영되고 있다.
