충남도 감사위원회는 지난해 추진한 공사, 용역, 물품 구매 등을 대상으로 계약 심사한 결과, 올 상반기 예산 150억 원을 절감하고 안전·시공 품질을 향상하는 성과를 거뒀다고 6일 밝혔다.
상반기 진행한 계약 심사는 △공사 323건 △용역 241건 △물품 구매 239건 등 총 803건 6444억 원 규모다.
충남도 감사위는 계약금액 10억 원 이상 공사 진행 시 설계 변경으로 10% 이상 증액이 필요할 경우 계약심사심의위원회를 통해 설계 변경에 대한 타당성 심의를 진행, 총 4회의 심의를 거쳐 17건의 공사에 대한 설계 변경 타당성 심사를 완료한 바 있다.
구체적인 사업별 절감 내역을 살펴보면, △공사 234건 116억 원 △용역 56건 31억 원 △물품 39건 3억 원 등이다.
아울러 도 감사위는 계약 심사를 통해 단순히 감액만 한 것이 아니라 과소 설계는 안전·품질 향상을 위해 사업비를 증액했다.
실제로 아산시 둔포국민체육센터 건립사업 등 82건에 대해 약 20억 원을 증액하는 등 부실 공사·용역을 방지하는 데 일조했다.
이와 함께 감사위는 각종 건설공사 현장에서 발생하는 불용토사, 보도블록, 흄관, 수목 등 건설자원 정보를 통합 관리하는 ‘건설공사 자원정보 공유시스템’을 운영해 실제 자원이 필요한 곳에 실시간 정보를 제공, 토석 등 140건을 재활용해 약 4억 원의 예산을 줄였다.
한편 도 감사위는 찾아가는 현장 계약 심사 제도로 상반기 총 52건의 계약 심사에 대해 해당 시군을 방문, 현장 특성에 적합한 기술 지도 및 조기 발주를 지원하고 시군 직원들의 도청 방문 불편을 일부 해소했다.
