세종시의회가 여야 간 합의를 통해 제4대 의회 전반기 원 구성을 완료했다.
세종시의회는 5일과 6일 제76회 임시회 3?4차 본회의를 열고 제2부의장 사임의 건 및 재선거와 각 상임?특별위원회 위원 선임 및 위원장 선거의 건을 처리했다.
김광운 국민의힘 원내대표는 제2부의장 사임의 건 처리에 앞서 “동료 의원님들께 사과 말씀드립니다. 1일 의장 선거 당시 국민의힘은 더불어민주당과 사전 협의하고 약속한 사항을 제대로 이행하지 못했습니다. 양당의 신뢰와 믿음을 굳건히 하기 위해 양당 간 협의하여 합의한 사안은 반드시 최선을 다하여 지킬 것을 약속드린다”고 말했다.
또 김충식 의원은 사임 인사에서 “당초 제2부의장 선거를 통해 좋은 기회를 주셨지만 협치와 화합의 정신을 이루기 위해 자리에서 물러나려 한다”며 “송구스럽고 감사드린다”고 말했다. 제2부의장 사임의 건에 대한 무기명 전자 투표 결과 19명 찬성으로 가결됐다.
이어진 제2부의장 재선거 결과 김학서 의원이 전반기 제2부의장으로 당선됐다. 김학서 신임 제2부의장은 당선 소감을 통해 “앞으로 교육 및 도농 균형 발전, 의원 소통과 화합, 협치로서 의회가 발전하는 데 일익을 담당하겠다”는 각오를 내비쳤다.
세종시의회는 각 상임위원장 선거를 거쳐 ▲임채성 행정복지위원장 ▲이순열 산업건설위원장 ▲이소희 교육안전위원장을 선출했다.
임채성 신임 행정복지위원장은 당선 소감에서 “앞으로 위원회 차원에서 담당 부서와 진실하게 소통하고 때로는 냉철하게 비판함으로써 시민의 행복과 복리 증진에 일조하도록 노력하겠다”며 “이를 위해 소통과 협치 분위기를 조성함으로써 시민들로부터 인정받는 위원회를 만드는 데 앞장서겠다”고 밝혔다.
이순열 신임 산업건설위원장은 “출범 10주년을 맞은 세종시가 대한민국 대표 미래도시가 되기 위해서는 시의회와 집행부와의 협업이 그 어느 때보다 중요한 시기라고 생각한다”면서 “한창 공사가 진행 중인 우리 시 특성을 감안해 현장 중심의 의정활동을 하기 위해 힘을 모으겠으며 시민들의 일상이 조금 더 여유로울 수 있도록, 생활환경과 자연환경이 조화를 이룰 수 있도록, 지속 가능한 도시가 될 수 있도록 노력하겠다”는 당선 소감을 남겼다.
이소희 신임 교육안전위원장은 당선 소감을 통해 “교육열이 뛰어난 세종시의 상황을 고려해 미흡한 부분들을 개선해서 대한민국의 교육을 선도하는 도시가 되도록 노력하겠다”며 “코로나19로 인해 시민들뿐 아니라 많은 국민들이 큰 고통을 받은 만큼 앞으로도 재난과 안전에 철저히 대비할 수 있도록 최선의 노력을 다하겠다”고 말했다.
세종시의회는 3개 상임위원회 구성이 완료됨에 따라 각 상임위 회의를 거쳐 부위원장을 선임한 데 이어, 본회의에서 의회운영위원회 위원 선임과 위원장 선거를 실시하고 유인호 의원을 의회운영위원장으로 선출했다.
유인호 신임 의회운영위원장은 “의원들의 작은 의견도 소중하게 생각하고 이를 의회 운영에 반영하여 열정적인 의정활동을 펼쳐 나가는 데 부족함이 없도록 노력하겠다”면서 “의회 기능을 활성화하여 의회 위상을 높여가도록 위원장으로서의 역할에 최선을 다하겠다”는 각오를 밝혔다.
의회운영위원회는 위원장 선출 직후 회의를 열어 부위원장 선임의 건과 예산결산특별위원회?윤리특별위원회 구성 결의안을 통과시켰다.
이어진 본회의에서 예산결산특별위원회와 윤리특별위원회의 구성 결의안을 최종 의결한 후 예산결산특별위원회와 윤리특별위원회 위원 선임의 건을 처리했다.
세종시의회는 윤리특별위원회 김광운 위원장?여미전 부위원장, 예산결산특별위원회 안신일 위원장?김충식 부위원장 선임을 끝으로 전반기 원 구성과 관련된 모든 의사일정을 마쳤다.
