고양시는 2050 탄소중립 사회로의 전환을 위해 고양시 기후위기 대응을 위한 「탄소중립.녹색성장 기본 조례」를 7월 12일제정 공포했다.

지난 3월 시행된 「기후위기 대응을 위한 탄소중립·녹색성장 기본법」의 법적 위임 사항과 시책 추진의 근거를 마련하기 위해 제정된 이번 조례는 ▲2050 탄소중립 달성 비전 ▲온실가스 감축목표 설정 ▲탄소중립 녹색성장 기본계획 수립·시행 ▲2050 탄소중립녹색성장위원회 설치·운영 ▲온실가스 감축시책 규정 ▲기후위기 대응사업의 시행 ▲ 녹색기술 및 녹색산업 육성 ▲녹색생활 운동 등에 대한 지원 ▲탄소중립 지원센터의 설립·운영 등을 골자로 한다.
시는 이번 조례 제정을 통해 적극적으로 온실가스 감축 시책을 추진하고 고양시 예산편성 및 집행과 결산 등의 온실가스 감축을 실현하기 위한 온실가스감축인지 예산제도를 운영, 기후위기에서 취약계층을 보호하기 위한 지원 사업 등을 본격적으로 시행할 계획이다.
아울러 녹색생활 성장을 위한 생산·소비 문화의 확산을 위해 신용카드 등을 활용한 인센티브 부여를 할 수 있는 법적 근거를 마련함으로써 시민이 함께하는 생활 속 탄소중립 실천 운동을 확산할 방침이다.
시 관계자는 “조례 제정으로 탄소중립 사회로의 이행방안을 마련했다. 탄소중립 지역사회 이행과 확산을 위한 녹색생활 운동·교육·홍보 등을 통해 일상에서 온실가스를 감축하는 생활 습관을 실천할 수 있도록 시민과 연대해 나갈 계획이다”라고 밝혔다. 고양=박정호기자
