[브레이크뉴스=이성용 기자] 경남도의회가 기업 투자유치 활동을 지원하기 위한 조례 제정을 통해 민선8기 경남도정의 최우선 과제로 꼽히는 지역경제 회복을 위한 투자유치 활동 지원사격에 나선다.
경남도의회 노치환(국민의힘·비례) 의원이 대표발의한 해외진출기업의 국내복귀 지원에 관한 조례(제정)안을 11일 입법예고했다.
경남도가 전략적인 투자유치를 하겠다고 선언하고 최근 전문가 영입을 통한 투자유치자문위원회 구성에 본격적으로 나선 가운데 투자유치 활동을 지원할 조례 제정이 추진되면서 경남의 투자유치 활성화에 동반상승 효과가 기대된다.
이 조례안은 코로나19 장기화와 세계적인 경제환경 변화 등으로 해외에 진출했던 기업이 국내로 돌아오거나 돌아오려는 현상이 이어짐에 따라, 국내복귀 기업을 경남에 유치해 정착하도록 지원할 근거를 마련함으로써 지역경제를 살리고 일자리를 만드는 것을 목적으로 한다.
조례안에는 해외진출기업의 도내 복귀를 유도하고 정착을 지원하기 위해 필요한 시책을 수립·추진해야 한다는 도지사의 책무와 국내복귀기업 지원계획 수립 및 국내복귀기업지원위원회에 관한 사항, 공유재산의 임대료 감면 등에 관한 사항 등이 규정돼 있다.
이 조례안은 입법예고를 거쳐 오는 9월 13일부터 예정된 제398회 정례회에서 심의될 예정이다.
조례를 대표발의한 노치환 의원은 “경남 경제를 되살리기 위한 적극적인 투자유치가 매우 절실한 시점에서 경쟁력 있는 기업을 경남으로 더 많이 유치하려면 타 지역보다 경남의 투자유치 의지가 강하다는 점을 강조하는 게 필요하다고 생각해 조례를 발의했다”고 말했다.
노 의원은 “정부도 국내복귀기업에 대한 지원폭을 넓히고 있고, 경남도도 기업유치에 적극 나서고 있다”며 “이에 발맞춰 이번 조례가 기업하기 좋은 경남을 만드는데 일조해 경남으로의 국내복귀를 촉진시킴으로써 경남 경제 회복에 기여하길 바란다”고 말했다.
한편, 산업통상자원부에 따르면 최근 8년간(2014년~2021년) 해외진출기업 중 국내로 복귀한 기업은 총108개사로, 2017년 4개사, 2018년 8개사가 국내복귀한 데 비해 2020년에는 24개사 2021년 26개사로 크게 늘었다.
