[브레이크뉴스=이성용기자] 경남도는 박완수 경상남도지사가 19일 오후 서울 프레지던트호텔에서 열린 ‘대한민국 시도지사협의회 제50차 총회’에 참석했다고 19일 밝혔다.
이번 총회는 민선8기 시·도지사가 참석하는 첫 번째 총회로 시·도지사 13명이 참석한 가운데 진행됐으며, 지방분권-균형발전과 관련된 국정과제의 효과적인 추진·대응 방안과 함께 중앙지방협력회의의 지속적인 개최 및 파트너십 구축을 위한 방안이 논의됐다.
시도지사협의회는 직접 제안한 14개 과제가 국정과제에 반영된 만큼 이행계획의 적절성 등 추진체계를 한층 강화하며, 지방분권과 균형발전 중심의 국가경영 패러다임을 정립해 나가기로 했다.
특히 반영되지 않은 과제에 대해서는 시도에서 공동으로 대응해 국가와 지자체 간의 협력을 도모하며 중앙정부와 긴밀하게 협력하는 소통기구로서 역할을 다하기로 했다.
박 도지사는 “특별지방자치단체는 특별법을 통해 재정과 권한이 뒷받침되지 않으면 오히려 지방에 부담이 될 수 있는 만큼 시도지사협의회 차원에서 대정부 공동건의가 필요하다”고 말했다.
남해안권의 세계적인 관광단지 조성과 관련해서는 “보존가치가 있는 곳은 보호하고, 개발 가능한 곳은 규제를 과감하게 풀어서 투자 유치를 이끌어낼 수 있는 경쟁력을 확보해야 한다”며 “토지수용에 대한 공익성 인정기준의 조속한 마련을 마련하고, 정부의 규제 완화를 위해 시도지사들께서 힘을 모아달라”고 제안했다.

아울러, 재해와 관련해 시행되고 있는 보험 적용대상의 불균형을 해소하고 풍수해에 따른 실질적인 피해복구가 가능할 수 있도록 양식장용 시설을 포함한 풍수해보험법의 일부 개정도 제안했다.
한편 이날 시·도지사협의회는 이철우 경북도지사를 회장으로 하는 등 제16대 임원단을 선출했다. 새 임원단은 정부 정책 수립에 지방정부의 입장을 적극 건의하고, 시·도 제안과 협력사항을 공유하며 중앙정부에 건의를 통한 개선이 이루어질 수 있도록 노력하기로 합의했다.
